【文章內(nèi)容簡介】 兩位，我們雙方政府每天都在相互合作，處理影響到世界各地的問題。英中兩國關系的另一變化是香港問題的發(fā)展。令我感到高興的是，香港自從1997年回歸以來，繼續(xù)保持繁榮，證明了“一國兩制”是非常有效的做法。As a signatory of the Joint Declaration, the UK has an abiding interest in the continued wellbeing of the Special Administrative Region. But this is only a part of our wider mitment to China. We are increasing the resources we allocate through our Department for International Development to poverty reduction in China from ￡25m this year to ￡60m by 2004. 作為《聯(lián)合聲明》的簽約國，英國對香港特別行政區(qū)保持良好狀況具有長期的興趣。但這只是我們對中國更廣泛承諾的一部分。我們通過國際發(fā)展部，把用于中國扶貧項目的撥款資金從今年的2500萬英鎊，增加到2004年的6000萬英鎊。單元4 中國經(jīng)濟介紹當前我國經(jīng)濟發(fā)展勢頭良好，經(jīng)濟增長的內(nèi)在機制不斷增強，基本做到了速度、質(zhì)量和效益的統(tǒng)一。但是我們也要清醒地看到，世界上還沒有一個國家的經(jīng)濟發(fā)展長盛不衰，永遠保持高速度。中國也不可能例外。Our economy is doing really well. The internal mechanism for economic growth has been strengthened. We have, to a large extent, struck the right balance between speed, quality and economic benefit. But it is also clear to us that there are no countries in the world that can perpetuate an economic boom and highspeed growth. China won39。t be an exception. 改革開放取得的成就是有目共睹的，但是，隨著經(jīng)濟形勢的變化，又出現(xiàn)了一些新的矛盾和問題。比如，國企改革問題、大量失業(yè)和待業(yè)問題、兩極分化問題、腐敗問題、金融風險問題、生態(tài)環(huán)境破壞問題等。這些問題都需要我們高度重視，盡快找到有效的解決辦法。The achievements of the reform have been there for all to see. But, as the economic climate changes, there are now new problems. These include the reform of the stateowned enterprises, substantial unemployment, the polarization of ine, corruption, risks in the financial sector and ecological and environmental damage. All of them require our immediate attention and effective solutions in the shortest time possible. 我個人認為，當前中國經(jīng)濟發(fā)展需要注意以下幾個方面：一是加強房地產(chǎn)投資引導，運用經(jīng)濟、法律手段，約束高檔商品房的盲目發(fā)展，促進經(jīng)濟適用房建設。二是做好國際國內(nèi)經(jīng)濟形勢的跟蹤監(jiān)測，及時制定應對方案。Personally, I believe China needs to pay attention to the following areas. One, we must provide guidance more forcefully using economic and legal means in the property development market, restrict blind development in upmarket properties, and to promote the construction of economical and practical properties. Two, we must monitor international as well as domestic economic development closely so as to be able to respond quickly. 三是加強對汽車和鋼材等行業(yè)的宏觀監(jiān)控，禁止低水平重復建設和無序競爭。既要及早制止某些行業(yè)過熱傾向的進一步蔓延，又要鼓勵經(jīng)濟增長中的合理因素。這里需要解決的是如何掌握分寸的問題。Three, we must strengthen the regulation of the automobile and steel industries, reigning in lowgrade repetitive construction and disorderly petition. We need to stop overheating in some sectors from spreading while at the same time encouraging rational elements in our economic growth. This is an issue of maintaining the right balance. 既要調(diào)控和引導一些行業(yè)中出現(xiàn)的投資增長過快的傾向，又要采取措施解決部分生產(chǎn)要素供需矛盾加劇的問題。四是多方采取措施，解決部分地區(qū)電力供應緊張問題。要切實加強水資源管理，緩解部分地區(qū)的缺水局面，同時加快城市和農(nóng)業(yè)用水價格的改革進度。Whilst we need to regulate the overheating of investment in some sectors, we need to take measures to solve the problem of supply falling further behind demand in others. Four, we need to coordinate our efforts to solve the problem of severe shortages of power supply in some regions. We must improve the management of water resources and seek to reduce water shortages in some regions. At the same time, we must accelerate the reform of water pricing in cities and rural areas. 五是要在當前和今后一個時期，繼續(xù)深入開展廉政建設和反腐敗工作。我們要從國務院開始，建設規(guī)范的行為機制，以保證政府運轉協(xié)調(diào)、公正透明、廉潔高效。這些措施顯示出中國領導層力求在各個層面上掃清路障，為經(jīng)濟增長開辟順暢的通道的決心。Five, we must continue our campaign to have a corruption free government. We are starting with the State Council, to set an example of conduct, to ensure that our government is well cocoordinated, fair and transparent, uncorrupted and highly efficient. These measures demonstrate our determination to clear the road ahead, the road to economic growth. 目前我國還很窮，按官方規(guī)定年人均收入600元以下為貧困線來計算，我國還有2000多萬人沒有脫貧。這是中國的標準。如果按聯(lián)合國的貧困線每人每天1美元標準來計算，我國未脫貧的有一億多人。China is still poor. Based on the official poverty threshold of 600 yuan, we still have over 20 million people living in poverty. That39。s using China39。s criteria. Based on the UN39。s threshold of one dollar per person per day, we have over 100 million people living in poverty. 。這是一種非同小可的財政負重。另外，如何應對入世帶來的挑戰(zhàn)也是一項艱巨的任務。中國的金融改革必須加快步伐，加大力度，做好迎接國際金融競爭的準備?？傮w來說，我對中國經(jīng)濟達到年增長超過7%的目標持樂觀態(tài)度。China39。s total debt is about 13,000 billion yuan, the equivalent of times of our GDP. This is a considerable burden. On the other hand, challenges brought by our WTO entry are also difficult tasks. The financial reform in China must speed up to be ready for international petition. On the whole, I39。m optimistic about China achieving over 7% growth a year. 單元5 新車推出儀式(美音)Good morning everybody. And wele to the launch of our new L50, and to this presentation. In a way, launch is no longer the correct word. Many of you have already had a chance to get to know the new car in your test drive this morning. So, I will not dwell on the technical capabilities of thsi car.
