Earlier this year, the Chinese government issued new rules which opened more sectors to foreign investment and channel more foreign capital into highend manufacturing, hightech industries, modern services, new energies and energysaving and environmentfriendly industries. Foreign panies will be encouraged to join in the reorganisation of Chinese businesses through shareholding, merger or acquisition, and will also be allowed wider access to Chinese funding. These measures will make it possible for foreign businesses to play a larger role in China39。s scientific innovation, upgrading of its industries and rebalancing of regional development.二是確保公平競(jìng)爭(zhēng)。所有在中國(guó)依法注冊(cè)的企業(yè)都享受?chē)?guó)民待遇，在華外資企業(yè)制造的產(chǎn)品就是中國(guó)制造。中國(guó)政府鼓勵(lì)自主創(chuàng)新的政策是覆蓋中國(guó)境內(nèi)所有企業(yè)的，當(dāng)然適用于依法在中國(guó)設(shè)立的一切外商投資企業(yè)。今年4月，中國(guó)通過(guò)面向國(guó)內(nèi)外投資者公開(kāi)征求意見(jiàn)，對(duì)“自主創(chuàng)新”產(chǎn)品的認(rèn)定標(biāo)準(zhǔn)進(jìn)行了調(diào)整，確認(rèn)外商投資企業(yè)是“中國(guó)制造”的組成部分，同中國(guó)本土資本投資企業(yè)適用同樣的原產(chǎn)地規(guī)則，享受一視同仁的平等國(guó)民待遇。當(dāng)前，中國(guó)政府正在以認(rèn)真負(fù)責(zé)的態(tài)度對(duì)待加入世貿(mào)組織《政府采購(gòu)協(xié)定》談判。對(duì)涉及政府資金的采購(gòu)和建設(shè)項(xiàng)目，中國(guó)政府將采取更加公開(kāi)透明的辦法，讓內(nèi)外資企業(yè)及其產(chǎn)品享受平等的待遇。Secondly, promoting fair petition. The Chinese government39。s policy to encourage homegrown innovation applies to all panies in China, including all foreigninvested panies as their products are considered to be made in China. In April this year, China held a public consultation to review the criteria for certification of products of homegrown innovation. The results reaffirmed that foreigninvested panies enjoy the same rules of origin as their Chinese counterparts. The Chinese government places great importance on the negotiations to join the WTO Government Procurement Agreement. And it will make all procurement and construction projects involving official funding open and transparent to all Chinese and foreigninvested panies and treat their products equally.三是重視知識(shí)產(chǎn)權(quán)保護(hù)。中國(guó)已將保護(hù)知識(shí)產(chǎn)權(quán)提升為國(guó)家戰(zhàn)略，并建立了比較完整的保護(hù)知識(shí)產(chǎn)權(quán)體系。2006至2010年，中國(guó)連續(xù)５年實(shí)施保護(hù)知識(shí)產(chǎn)權(quán)行動(dòng)計(jì)劃。中國(guó)政府不斷加強(qiáng)知識(shí)產(chǎn)權(quán)行政執(zhí)法力度，開(kāi)展了打擊網(wǎng)絡(luò)侵權(quán)盜版等多個(gè)專(zhuān)項(xiàng)治理行動(dòng)。今后，中國(guó)政府將繼續(xù)完善市場(chǎng)體系，消除市場(chǎng)壁壘，維護(hù)市場(chǎng)秩序，保護(hù)投資者利益。同時(shí)我們還將進(jìn)一步完善保護(hù)知識(shí)產(chǎn)權(quán)的體制機(jī)制、法律法規(guī)，為廣大投資者和權(quán)利人提供更加有力有效的保護(hù)。Thirdly, improving intellectual property rights (IPR) protection. A fullfledged system of IPR protection has been set up over the last 20 years, making IPR protection a national strategy in China. Between 2006 and 2010, annual IPR protection action plans were drawn up. Law enforcement for IPR was strengthened resulting in a heavy clampdown on acts of piracy. In the years ahead, we will continue to improve our market economy by removing market barriers, and protect the rights and interests of investors.
