【文章內(nèi)容簡介】 會的 不斷 進(jìn)步 ， 科 學(xué) 技 術(shù) 的快速發(fā)展。生產(chǎn)力的進(jìn)一步更新， 勞動 生產(chǎn)工具 的不斷 替換 ，從而推動了 建 設(shè) 工程 造價的發(fā)展。長期以來我國一直使用傳統(tǒng)的定額計(jì)價，這種計(jì)價模式是在 計(jì)劃 經(jīng)濟(jì)體制 下政府對建設(shè)工程項(xiàng)目的投資進(jìn)行控制與管理，難以準(zhǔn)確反映施工企業(yè)的實(shí)際施工消耗和管理水平，不利于規(guī)范建設(shè)工程市場秩序，強(qiáng)化競爭機(jī)制，促進(jìn)建設(shè)工程企業(yè)的健康發(fā)展。 隨著我國加入 WTO 后，對我國的工程造價管理而言，所受最大沖擊是工程價格的形成體系，定額計(jì)價從國內(nèi)各地區(qū)差異性很大的狀態(tài)下，立即進(jìn)入全球統(tǒng)一的清單計(jì)價大市場，這一變化迫使我國工程造價管理遵循國際慣例。為了盡快適應(yīng)世界造價行業(yè)的管理，真正與國際接軌，工程造價管理部門真正履行“經(jīng)濟(jì)調(diào)節(jié)、市場監(jiān)管、社會管理和公共服務(wù)”的職能；真正體現(xiàn)公開、公平、 公正的原則，更好地反映市場經(jīng)濟(jì)規(guī)律， 2021 年 7 月 1 日經(jīng)國家建設(shè)部批準(zhǔn)我國建設(shè)工程實(shí)行清單計(jì)價模式應(yīng)運(yùn)而生，這種計(jì)價模式有利于企業(yè)充分 發(fā)揮自主報(bào)價的能力 。由此，我國建設(shè)工程造價行業(yè)目前存在著的 定額計(jì)價和清單計(jì)價 兩 種計(jì)價 模式。 論文介紹了定額計(jì)價與清單計(jì)價的形成與發(fā)展、定額計(jì)價與清單計(jì)價的特點(diǎn)、編制步驟與方法、區(qū)別與聯(lián)系。在我國建設(shè)工程造價行業(yè)定額計(jì)價與清單計(jì)價的運(yùn)用過程中，如何正確處理好兩種計(jì)價模式的相互 銜接 ，研究定額計(jì)價與清單計(jì)價的發(fā)展空間。 關(guān)鍵詞： 定額計(jì)價與清單計(jì)價的形成與發(fā)展；特點(diǎn)；區(qū)別與聯(lián)系編制 方法 建設(shè)工程定額計(jì)價與清單計(jì)價的研究 1 1 Abstract With the development of society, the rapid development of science and technology.
