【正文】 其結(jié)果是更高的生產(chǎn)率而最后則達(dá)到IT流程的優(yōu)化。經(jīng)理們無法確定哪些項(xiàng)目或需求需要推遲，而哪些需要實(shí)施。項(xiàng)目經(jīng)理必須使用普遍接受的以商業(yè)價(jià)值為基礎(chǔ)的規(guī)模衡量技術(shù)。衛(wèi)生部門 IT在衛(wèi)生保健部門使用信息技術(shù)已經(jīng)成為了一個(gè)不斷發(fā)展的趨勢。結(jié)果, 項(xiàng)目經(jīng)理發(fā)現(xiàn)成本限制法需要的輸入減少，卻增加了輸出。挑戰(zhàn)雖然成本限制的方法仍然是各個(gè)組織普遍持續(xù)沿用的，這種方法卻存在爭議。范圍增加通常意味著進(jìn)度延遲或預(yù)算增加。在進(jìn)度方面，需求的級別越低，此項(xiàng)需求的時(shí)間就越靠后。這種逐漸的改進(jìn)證明了成本管理的有效性。成本管理有時(shí)候因?yàn)椴荒芾斫饧夹g(shù)資源需求而得不到推動(dòng)。以數(shù)據(jù)為基礎(chǔ)的方法能夠讓資源的使用可見，因此能更好的解釋技術(shù)需求。ReferencesCohen, Linda.
