⑤直撥材料,由項目采購部開具直撥單,領(lǐng)料人簽字提貨;合格證等資料原件保存在采購部,將其復印件交領(lǐng)料人,并在直撥單備注中注明所發(fā)資料的名稱、數(shù)量。(1)中轉(zhuǎn)站的設(shè)置中轉(zhuǎn)站的設(shè)置應綜合考慮項目所覆蓋的范圍、途經(jīng)的地形地貌、交通條件以及施工分包商的狀況等各方面因素,使每一個站都能充分發(fā)揮其作用,滿足各施工分包商的設(shè)備材料需要。不同運輸方式的選擇會對價格、運抵時間造成較大的影響。每次檢驗結(jié)束后,應由承包商檢驗工程師整理檢驗報告,真實地紀錄檢驗的過程和結(jié)果,并給出被檢驗的設(shè)備或材料是否符合合同的規(guī)定。項目采購部根據(jù)采購申請和相關(guān)合同、規(guī)范的要求,負責在供應商的工廠檢查設(shè)備、材料和監(jiān)督試驗。 從簽訂采購合同開始到最終物資抵達現(xiàn)場都屬于催交工作的范疇。在編制商務(wù)文件時,應根據(jù)EPC 合同的要求來強調(diào)供貨商必須滿足的供貨條件, 如交貨期等。國際工程中, 物資的采買方式包括公開招標(Open Bidding)、邀請招標(Invited Bidding)、議標/ 單一貨源采購(Negotiation/SingleSource)。二是采購進度計劃與設(shè)計進度計劃、施工進度計劃的銜接。項目采購計劃是項目總體計劃在采購方面的深化和補充,是采購工作的具體而詳細的指導性任務(wù)文件。只有在EPC工程總承包的模式下,項目經(jīng)理才會要求實行定額設(shè)計及設(shè)備、材料的采購定價,超出定額或定價要經(jīng)過批準。有經(jīng)驗的項目經(jīng)理能熟練地協(xié)調(diào)、平衡和控制EPC之間及項目管理各要素之間的相互影響,滿足或超出項目業(yè)主的需求和期望。當然工作深度越深,投標費用越大,這需要根據(jù)項目特點和經(jīng)營策略作出權(quán)衡。而EPC中則明確規(guī)定,采購與設(shè)計、施工一起,以整體的形式發(fā)包給總承包商,業(yè)主本身不介入任何采購管理。工程包的分解就是里程碑的界定,以工作包的完成情況和完成多少來確定支付數(shù)額。而在新紅皮書和新黃皮書當中,業(yè)主更換工程師,接替原工程師的人選應該經(jīng)承包商的同意。首先,由于是固定總價,投標和簽訂合同時總價的確定就顯得非常重要,此時,項目沒有詳細完整的設(shè)計方案和圖紙,只能依據(jù)己建成和正在建的同類型項目及承包商的經(jīng)驗來進行定價,這對承包商投標報價和投標管理的要求很高。不能因為任何沒有預見的困難與費用而進行合同價格的調(diào)整。前兩條,由于EPC交鑰匙合同的性質(zhì)自然消失,但后一條則是業(yè)主按EPC交鑰匙合同條件轉(zhuǎn)由承包商承擔的風險。表23
