【正文】 建。保護濕地面積87767hm恢復重建濕地面積13165hm2。二、建設范圍與期限（一）建設范圍項目建設涉及武威市屬區(qū)黃河、石羊河兩大流域，轄天?？h、古浪縣、涼州區(qū)、民勤縣三縣一區(qū)。第七章 建設方案一、奮斗目標濕地保護與恢復項目旨在通過濕地及其生物多樣性的保護與管理等措施，全面維護濕地生態(tài)系統(tǒng)的生態(tài)特性和基本功能，使武威市自然濕地的下降趨勢得到遏制。因此，宣傳普及關于濕地保護的知識，提高全民濕地保護意識，是本市濕地保護管理的主要任務之一。（三）資金缺乏濕地保護、管理所面臨的一個重要問題就是資金嚴重不足。二、存在的主要問題（一）缺乏濕地管理協(xié)調(diào)機制目前，武威市在濕地保護與管理上，尚未有一個專門的行政協(xié)調(diào)機構(gòu)，對濕地保護和開發(fā)利用不能進行統(tǒng)一的協(xié)調(diào)管理。雖然武威市由于人口密度大，人為活動頻繁，水資源利用率高，造成天然濕地嚴重萎縮和生態(tài)退化，也無專門的濕地保護區(qū)及管理機構(gòu)。二、人工濕地（一）蓄水區(qū)（水庫）系指境內(nèi)用于農(nóng)業(yè)灌溉蓄水庫，武威市已建成大、中、小型水庫13座，蓄水區(qū)面積3431hm2，%。隨著流域人口的增長和灌溉農(nóng)業(yè)的發(fā)展，青土湖水域面積逐漸萎縮。（五）內(nèi)陸鹽沼主要分布在石羊河流域下游泉水溢出帶和河流、渠系的退水區(qū)域。行政區(qū)域上主要分布在天祝、古浪、涼州三縣（區(qū)），其中天祝縣分布最廣，面積最大。其中：金強河、石門河、大通河匯入黃河流域；西營河、金塔河、雜木河、黃羊河、古浪河、大景河匯入石羊河流域。祁連山冰川已經(jīng)岌岌可危，并直接危害到石羊河流域來水水源。據(jù)有關資料反映，上世紀七八十年代，屬石羊河流域的祁連山冰川尚有141條，面積6482 hm2。第四章 濕地資源概況據(jù)調(diào)查和有關資源表明，武威市濕地有天然濕地和人工濕地兩大類，總面積87767hm2，%。糧食作物以小麥為主，其次為玉米、大麥、蠶豆、薯類等。武威市已基本形成以涼州區(qū)為中心的二元城市發(fā)展格局，城鎮(zhèn)人口主要集中于涼州區(qū)及各縣城關鎮(zhèn)等。由于獨特的生態(tài)景觀和豐富的野生動植物資源，吸引著越來越多的人們旅游觀光，諸如天祝三峽、民勤紅崖山水庫、祁連冰溝河等草原已成為我市最具潛力的旅游名勝區(qū)。分布有陸棲動物229種。中下游的森林除農(nóng)田林網(wǎng)外主要以灌木林為主，主要分布在石羊河下游的民勤綠洲與荒漠過渡帶。海拔2300—2800m為山地干草原植被帶；2000—2300m為草原化荒漠帶，對山地徑流的匯集和形成也有一定的作用。森林植被包括青海云杉、祁連圓柏、油松、山楊、紅樺、沙棗、胡楊等，主要分布在祁連山中山帶及荒漠河流沿岸；灌叢植被有杜鵑、高山柳、金露梅、檉柳、白刺、梭梭等廣泛分布于山區(qū)和平原；草原植被由中溫型的旱生叢生禾草、寒溫型的寒旱生叢生禾草、中溫型旱生、叢生禾草—旱生半灌木組成，主要分布于中低山帶、中山帶和高山帶；荒漠植被則廣泛分布于中山走廊及北山地區(qū)；草甸植被分布于平原和山區(qū)；在積水沼澤和土壤過濕環(huán)境中分布沼澤植被。（四）植被資源武威市生態(tài)地域復雜，植被多樣，在植被地理規(guī)律和種屬地理分布上分異明顯，境內(nèi)平川和山地的植被區(qū)系各不相同。下游民勤盆地地表水源主要來自于中游的退水、余水和上游的洪水。（三）水文及水資源狀況武威市被祁連山冷龍嶺牛頭山雷公山烏鞘嶺—毛毛山分成兩個流域，嶺脊以東、以南屬黃河流域，較大的河流有金強河、石門河、大通河，均匯入黃河，本市利用有限。全境可分為南部祁連山地、中部走廊平原區(qū)、北部低山丘陵區(qū)及荒漠區(qū)四大地貌單元。27′，東連蘭州，西接金昌，北出內(nèi)蒙古，南依青海省。第三章 基本概況一、自然概況（一）項目區(qū)位置武威市地處河西走廊東端，地理位置介于東徑101176。溫家寶總理在2007年國慶期間視察民勤時指出“要將民勤的生態(tài)問題上升到國家意志，把民勤建成全國防沙治沙示范樣板”。（三）項目建設是實施西部大開發(fā)，構(gòu)建和諧社會和建設社會主義新農(nóng)村的需要由于長期的風沙侵襲和人類不合理的生產(chǎn)活動等原因，武威市濕地資源萎縮和退化，直接導致綠洲土地沙化嚴重，農(nóng)業(yè)生產(chǎn)條件和居民生活環(huán)境惡劣，致使該市成為西部較貧窮的地區(qū)之一。（二）項目建設是保障武威綠洲生存與可持續(xù)發(fā)展的迫切需要石羊河流域源頭的祁連山冰川濕地及水源涵養(yǎng)林是中部綠洲工農(nóng)業(yè)生產(chǎn)和人民生活的主要水源供給區(qū)，北部防風固沙林是防治沙漠南侵，保障工農(nóng)業(yè)生產(chǎn)發(fā)展的重要綠色屏障。二、項目建設的必要性（一）項目建設是保障區(qū)域乃至國家生態(tài)安全的戰(zhàn)略需要武威市是中國北方抗御沙漠化的前沿陣地，是保護歐亞大陸橋暢通無阻的生態(tài)要塞。在武威市一些重要濕地區(qū)域及生態(tài)環(huán)境脆弱地區(qū)，由于濕地資源的過度開發(fā)和不合理利用，已經(jīng)導致了濕地的嚴重萎縮和生態(tài)退化。濕地以其特有的美學、教育、文化、精神等功能，產(chǎn)生了宗教、民俗、音樂等獨特文化。濕地與森林、海洋并稱為全球三大生態(tài)系統(tǒng)，在維護全球生態(tài)平衡、促進經(jīng)濟社會可持續(xù)發(fā)展、保障人類健康中發(fā)揮著不可替代的重要作用。Lesson57 Can I help you, madam? 你要買什么，夫人？Lesson56 Faster than sound! 比聲音還快！The Revealer39。39。t have said that,39。t need,39。 my wife answered as she looked at herself in the mirror.
