綠色屏障,保護綠洲。(二)項目建設是保障武威綠洲生存與可持續(xù)發(fā)展的迫切需要石羊河流域源頭的祁連山冰川濕地及水源涵養(yǎng)林是中部綠洲工農(nóng)業(yè)生產(chǎn)和人民生活的主要水源供給區(qū),北部防風固沙林是防治沙漠南侵,保障工農(nóng)業(yè)生產(chǎn)發(fā)展的重要綠色屏障。民勤綠洲的存亡關(guān)系河西走廊的安危,一旦民勤綠洲消失,兩大沙漠匯合,河西走廊將被阻斷并迅速消失,河西不保,必將危及全國,一旦狹長的河西走廊被攔腰斬斷,東起連云港、西至荷蘭鹿特丹的亞歐大陸橋?qū)⒚桓睂?,?nèi)地與新疆只能隔沙相望,古絲綢之路也將不復存在……這將意味著,“戈壁上的一串珍珠”河西走廊將從地圖上永遠消失,南下沙化的速度將迅速加快,沙塵暴更加肆虐,武威、金昌將最先受害,蘭州甚至華北將深受影響,整個北方大部分地區(qū)的生態(tài)安全將受到嚴重威脅。二、項目建設的必要性(一)項目建設是保障區(qū)域乃至國家生態(tài)安全的戰(zhàn)略需要武威市是中國北方抗御沙漠化的前沿陣地,是保護歐亞大陸橋暢通無阻的生態(tài)要塞。因此,必須在較短的時間內(nèi),集中有限的物力和財力,在一些重要地區(qū)搶救性實施保護和恢復工程,盡快改變局部的生態(tài)環(huán)境,緩解由于濕地退化導致的生態(tài)問題,全面提升濕地保護能力。在武威市一些重要濕地區(qū)域及生態(tài)環(huán)境脆弱地區(qū),由于濕地資源的過度開發(fā)和不合理利用,已經(jīng)導致了濕地的嚴重萎縮和生態(tài)退化。我國于1992年7月31日正式加入《關(guān)于特別是作為水禽棲息地的國家重要濕地公約》(簡稱《濕地公約》),并將我國濕地保護合理利用列入《中國21世紀議程》、《中國生物多樣性保護行動計劃》。濕地以其特有的美學、教育、文化、精神等功能,產(chǎn)生了宗教、民俗、音樂等獨特文化。濕地不僅是陸地上的天然蓄水庫,又是眾多珍稀瀕危野生動物,特別是水禽必須的棲息、遷徙、越冬和繁殖地。濕地與森林、海洋并稱為全球三大生態(tài)系統(tǒng),在維護全球生態(tài)平衡、促進經(jīng)濟社會可持續(xù)發(fā)展、保障人類健康中發(fā)揮著不可替代的重要作用。主要完成人工造林15200hm2,其中水源涵養(yǎng)林4800hm護岸林1600hm庫區(qū)防護林帶1400 hm防風固沙林7400hm2;封山育林(草)10600hm2,退耕還林(草)3000hm2,退牧還(草)3500hm2項 目 投 資:,全部由國家投資項 目 效 益:項目的實施,將使武威市的濕地保護和管理能力得到較大提高,重要濕地生態(tài)系統(tǒng)、濕地生物多樣性,尤其是國家重點保護的珍稀瀕危野生動植物得到有效保護;使全社會提高對濕地重要性的認識,轉(zhuǎn)化為保護濕地的自覺行動;提供新的就業(yè)機會和拓展發(fā)展前景的養(yǎng)殖、生態(tài)旅游等相關(guān)產(chǎn)業(yè),對當?shù)厝罕姷拿撠氈赂唬岣呔用竦纳钏?,以及地方?jīng)濟的發(fā)展起到促進作用項目建設期限: 2009—2020年。Lesson57 Can I help you, madam? 你要買什么,夫人?Lesson56 Faster than sound! 比聲音還快!The Revealer39。 I said. 39。39。 I need not remind you of that terrible tie you bought yesterday.39。t have said that,39。39。t need,39。 We mustn39。 my wife answered as she looked at herself in the mirror.
