【正文】 九屆人大二次會議記者招待會 朱镕基總理回答記者提問意大利《24小時太陽報》記者：有人認為，10年以后世界會有3種大貨幣，美元、歐元，另一個不知道是亞洲的日元還是人民幣？你覺得人民幣有這個可能性嗎？朱镕基答：人民幣能否成為世界貨幣，這個問題不應該由我來回答，而且現(xiàn)在還言之過早。但是我可以說一句：現(xiàn)在人民幣非常堅挺，不會貶值。 Some people believe that there will emerge three major currencies in the world．One is the euro，another is the US dollar. Do you think there will be one major currency emerging in Asia？Do you think it will be the Japanese yen or the Chinese renminbi？Do you think there is the possibility for the Chinese renminbi to bee one of the major currencies in the world？If so，what measures is the Chinese Government going to take to make that happen？ The question whether the renminbi will bee a world currency，in my view，is not a question that should be answered by me and l think it is too ear1y now to discuss this question. What can say is that the renminbi is now very strong and it wiIl not be depreciated. 中央電視臺記者：在過去一年中，中國政府經受了嚴峻的考驗，也贏得廣泛的贊譽。請問過去一年讓你最感困難的是什么，最不滿意的是什么，最感動的又是什么？答：過去的一年我感到非常困難，這個困難超過了我預料的程度。第一，我原來沒有估計到亞洲金融危機的影響這么大；第二，我國發(fā)生的歷史上罕見的特大的洪澇災害也超出了我的預料。但我感到滿意的是，我們在以江澤民同志為核心的黨中央領導下，依靠全國人民的努力，我們站住了，這兩個困難我們都挺過去了。這是不容易的，所以我在政府工作報告中說了一句：“來之不易”呀！我所不滿意的，是我的工作沒有做好。但是，我也感覺到，有個別部門和地區(qū)沒有很好貫徹中央的方針政策。我最感動的，是我在抗洪搶險第一線看到我們的人民解放軍不顧一切地保衛(wèi)人民，甚至用身體保衛(wèi)堤防，我禁不住熱淚盈眶Over the past year，the Chinese Government has witnessed many severe tests and has also won extensive acclaim. My question is what was the most difficult task for you，what were you most dissatisfied with and what touched you the most over the past year? I think the past year was extremelv difflcult and the difficulties actually were greater than we anticipated. The first reason was that the effect of the Asian financial crisis was more serious than we had expected. And the second reason was that extremelv severe fIoodingwhich had been rarely seen in historyalso caused difficulties greater than we had expected. What l am satisfied with over the past year is that，under the leadership of the CentraI Committee of the Communist Party of China with Comrade Jiang Zemin at its core and with the concerted efforts of the entire Chinese people，we have overe these difficuties and stood rocksolid．I think that this was indeed very difficult．That’s why in my report on the work of the government，I said the achievements really are very hard won. What l am dissatisfied with is that l have not done a good job. However，at the same time l also feel that some departments and localities have failed to implement to the letter the policies and measures formulated by the Central Commjttee of the Communist Party of China and the State Council. What touched me most over the past year was what l saw on the forefront of the fight against flooding. I saw People’s Liberation Army soldiers using their bodies to reinforce river embankments and to protect the lives and the safety of the people. When seeing that，I was almost moved to tears. 美國《時代》周刊記者：您再過幾天就將訪問美國，但是考慮到現(xiàn)在華盛頓出現(xiàn)了一種很不好的反華的情緒，看來您的美國之行就好像您要踏入另一片“雷區(qū)”。在華盛頓人們指責中國從事間諜活動，或者是偷竊一些敏感的、高技術的情報用于提高中國自己的軍事技術，而這對美國的安全構成了威脅。您對這樣的指責作如何的反應？您打算怎樣來改變美國人對中國的看法？在美國華盛頓有一些政客，他們在要求重新審查美國奉行的對華接觸政策，在美國好像不太喜歡中國的情況下，您認為中國還值得把美國當成你們的朋友嗎？Premier Zhu，you are goihg to the United States in a few days，but，given the bad antiChina mood in Washington，it looks like you are going to walk into another minefield． They accuse China of spying，of stealing sensitive informationhightech information which is then used to improve military technology that threatens US securlty. How do you react to that，to such accusations？ What can you do to improve or to change such a perception of China in the United States？ Some politicians in Washington are calling for a reevaluation of the engagement policy with China. Is it worthwhile for you，for Chjna，to befriend the Unjted States even if they do not seem to like you？ 答：在中美兩國元首實現(xiàn)互訪以后，中美之間致力于建立建設性戰(zhàn)略伙伴關系，中美關系發(fā)展勢頭本來是很好的。但是由于種種不講你們也知道的原因，在美國出現(xiàn)了一種反對中國的潮流，這使我們感到很不安。我不認為我對美國的訪問將要進入“地雷陣”，但是確實會遇到很多敵意和不友好的氣氛。在今年2月22號的business weekly《商業(yè)周刊》）上登了一篇題為China, what’s going wrong （《中出了什么問題？》）的文章，這篇文章十分特別，它認為中國已經大禍臨頭。我還沒有看到美國的其他雜志發(fā)表過這樣的文章。這篇文章的發(fā)表也反映了現(xiàn)在美國出現(xiàn)的那一股潮流，實際上是美國的內部斗爭把中美關系作為犧牲品。這樣，我也成了一個受害者。這家雜志的封面上登了我的一張照片，這張照片看起來我就像個死人。在這種氣氛中，我應邀訪美當然是個很不輕松的任務，很多媒體也預言我的訪問不可能成功，但是我還是要去，因為既然你們有氣，我就要去給你們消消氣。這不是個“地雷陣”，無非是氣氛不太好，但我的訪問就是要去說明真相，恢復中美致力于建立建設性戰(zhàn)略伙伴關系的好勢頭。剛才，在這個問題上美國方面的人士犯了兩個“過低估計”的錯誤。過低估計了美國自己的保密能力。據(jù)我所知，美國洛斯阿拉莫斯實驗室里的保密措施十分嚴密，根本就不可能泄露什么機密，所以直到現(xiàn)在他們沒有能夠找出那位李文和博士泄露機密的證據(jù)，沒法起訴他，只好把他解雇了。我們不要忘記歷史，歷史上曾經有過這種草木皆兵、人人自危的時期，在美國有過這種時期，在中國也有過這種時期。就是文化大革命。過低估計了中國開發(fā)軍事技術的能力。中國人是很聰明、很勤奮的，許多華裔美國人的成就就證明了這一點；中國獨立自主地開發(fā)“兩彈一星”也證明了這一點。中國完全有能力開發(fā)任何的軍事技術，這僅僅是個時間問題。但是請記住，中國是最早聲明不首先使用核武器的國家。我們已經停止了核試驗，我們和美國已經簽訂了導彈互不瞄準的協(xié)議。我們?yōu)槭裁催€要冒政治上和道德上的風險去盜竊什么人的軍事機密呢？所以，所謂中國盜竊美國的軍事機密的問題，可以認為是一種天方夜譚。Since the exchange of visits between the state heads of China and the United States，the two countries have started to work on building a constructive strategic momentum of the growth of the SinoUS relationship has been quite good． However，due to various reasons which I do not see the need to mention here，has emerged an antiChina trend in the United States,which has caused concern from our side. I do not think that by paying a visit to the United States l will step into a minefield．But l do expect to encounter some hostile or unfiendly reactIons. In February 22 issue，Business Weekly carried an article titled China，what’s going wrong？This article is very special． According to that article, it seems as though China is about to encounter a big calamity or insolvency and a major disaster is looming close by. Actually before that l had never seen an acticle carried by US media describing China like that. I think the emergence of such an article reflects the emerging antiChjna trend and that the SinoUS relationship has been victimized by partisan politics in the United am also a victim, for on the cover of that magazine I was portrayed like a dead person. Under such circumstances，my visit to the US wiIl not be an easy job．According to the prediction of many media organizations，my fo
