【正文】 JS高速公路建設(shè)項(xiàng)目資金管理控制研究姓名：***專業(yè)：會(huì)計(jì)學(xué)45摘 要在中央深入貫徹落實(shí)科學(xué)發(fā)展觀的戰(zhàn)略部署下，我國(guó)積極應(yīng)對(duì)國(guó)際金融危機(jī)的不利影響，并著力加快轉(zhuǎn)變發(fā)展方式。根據(jù)“十二五”發(fā)展的規(guī)劃，在高速公路建設(shè)方面，進(jìn)一步推進(jìn)高速公路的建設(shè)既是城市建設(shè)發(fā)展和促進(jìn)區(qū)域城鄉(xiāng)一體化交通的發(fā)展要求，也是適應(yīng)交通需求增長(zhǎng)的發(fā)展要求。在這種外部環(huán)境下，要繼續(xù)推進(jìn)人文高速、科技高速、綠色高速建設(shè)，做到建設(shè)、管理、養(yǎng)護(hù)并重，通過推動(dòng)科技創(chuàng)新促進(jìn)高速公路科學(xué)發(fā)展，最終建設(shè)環(huán)境友好型、資源節(jié)約型高速公路，樹立生態(tài)文明理念，提升全國(guó)交通節(jié)能環(huán)保水平。在抓住機(jī)遇的同時(shí)，也面臨挑戰(zhàn)，隨著高速公路建設(shè)達(dá)到高潮，高速公路建設(shè)項(xiàng)目資金管理控制中也面臨了許多風(fēng)險(xiǎn)，例如高速公路建設(shè)項(xiàng)目資金監(jiān)管不嚴(yán)、資金沒有?？顚Ｓ玫?，嚴(yán)重的阻礙了我國(guó)高速公路建設(shè)項(xiàng)目資金運(yùn)營(yíng)的效率和效果，制約著我國(guó)高速公路建設(shè)的可持續(xù)發(fā)展。對(duì)高速公路資金管理控制的研究，識(shí)別與評(píng)估風(fēng)險(xiǎn)并分析成因，進(jìn)行有針對(duì)性的資金管理控制活動(dòng)設(shè)計(jì)，對(duì)于提高建設(shè)資金的使用效益、促進(jìn)高速公路建設(shè)事業(yè)的健康快速發(fā)展具有重要意義。本文以JS高速公路建設(shè)項(xiàng)目為具體案例，結(jié)合資金籌措渠道理論、內(nèi)部控制理論、利益相關(guān)者理論和委托代理理論識(shí)別與評(píng)估資金管理控制面臨的風(fēng)險(xiǎn)，并分析其成因，最后設(shè)計(jì)有效的資金管理控制活動(dòng)來降低風(fēng)險(xiǎn)。文章主要內(nèi)容如下：第一部分，導(dǎo)論。主要概述本文的研究背景與意義、國(guó)內(nèi)外研究現(xiàn)狀、研究?jī)?nèi)容與思路、研究方法。第二部分，研究基礎(chǔ)。主要論述資金籌措渠道理論、內(nèi)部控制理論、利益相關(guān)者理論和委托代理理論。第三部分，JS高速公路建設(shè)項(xiàng)目資金管理控制的風(fēng)險(xiǎn)識(shí)別與評(píng)估。首先分析了目前我國(guó)高速公路項(xiàng)目建設(shè)資金的特點(diǎn)，即資金需求量大、投資周期長(zhǎng)、資產(chǎn)負(fù)債率和財(cái)務(wù)費(fèi)用高。其次，結(jié)合JS高速公路建設(shè)項(xiàng)目實(shí)際情況，從建設(shè)前期、建設(shè)期間以及建設(shè)后期三個(gè)階段分析了其在資金管理控制中所面臨的重大風(fēng)險(xiǎn)，并進(jìn)行風(fēng)險(xiǎn)識(shí)別與評(píng)估，最后，深入剖析了JS高速公路建設(shè)項(xiàng)目資金管理控制產(chǎn)生的重大風(fēng)險(xiǎn)的成因。第四部分，JS高速公路建設(shè)項(xiàng)目資金管理控制活動(dòng)。主要包括完善融資結(jié)構(gòu)、加強(qiáng)招投標(biāo)過程的控制、引入“雙系統(tǒng)控制監(jiān)管模式”、加強(qiáng)建設(shè)單位工程管理費(fèi)的控制、建立施工單位與監(jiān)理單位履約誠(chéng)信評(píng)價(jià)機(jī)制、利用中介咨詢機(jī)構(gòu)和加強(qiáng)竣工決算的檢查工作。第五章結(jié)論與展望，對(duì)全文做一簡(jiǎn)單闡述，并總結(jié)了文章的幾個(gè)重要結(jié)論。通過本文的研究，希望對(duì)我國(guó)高速公路建設(shè)項(xiàng)目資金管理控制研究有深入理解和提高，以提升高速公路建設(shè)項(xiàng)目資金管理控制水平。關(guān)鍵詞：高速公路；建設(shè)項(xiàng)目；資金管理控制 AbstractCentral thoroughly implement the scientific concept of development of the strategic plan, and actively respond to the adverse effects of the international financial crisis, as well as make efforts to accelerate the transformation of development mode. According to the Twelve FiveYear development planning, further construction of highways is the development of urban construction as well as the regional integration of urban, but also to adapt to the requirements of the development of the growth in traffic demand. So, it is necessary to continue to promote the cultural highspeed, technology highspeed, highspeed green construction, putting the construction, management and maintenance on the same location ,and try to promote the scientific development of the highway through the promotion of scientific and technological innovation, and ultimately building environmentfriendly, resourcesaving highway , establishing the concept of ecological civilization. Seizing the opportunity at the same time, funds management of highway construction project is also facing a number of risks, such as lax oversight of funds, which restricts the sustainable development of highway construction. Second, bined with actual situation of JS highway construction projects，from three stages analyze significant risks of funds control, and make risk identification and assessment, and finally, indepth analysis of the causes of significant risks. The fourth part, JS highway construction project funds control activities. Mainly prise improving the financing structure, strengthening the control of the bidding process, the introduction of dual system control regulatory approach ，controlling project management cost of construction corporation, estabilishing integrity evaluation mechanism of construction corporation and supervision corporation, strengthening the pletion of final accounts inspection work by intermediary advisory body. The last part, conclusion and outlook, fulltext briefly discusses and summarizes several important conclusions of the article.
