【正文】 2020 年 國家 推出 了 《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范 》 ，這是工程計(jì)價(jià)依據(jù)第一次以國家強(qiáng)制性標(biāo)準(zhǔn)的形式出現(xiàn) ,自此 開始了從傳統(tǒng)的定額計(jì)價(jià)模式到工程量清單計(jì)價(jià)模式的轉(zhuǎn)變，進(jìn)一步確立了建設(shè)工程計(jì)價(jià)依據(jù)的法律地位，標(biāo)志著一個(gè)嶄新階段的開始。 工程量清單計(jì)價(jià)模式是我國工程造價(jià)改革的必然， 也是我國與國際工程造價(jià)慣例接軌的要求 ， 它的實(shí)施必將推動我國工程造價(jià)、招標(biāo)投標(biāo)和工 程管理的全面改革，同時(shí)也對建設(shè)單位工程造價(jià)的控制提出了新的思路 ， 有利于降低建設(shè)工程造價(jià)，提高資金的使用效率 。 工程造價(jià)的控制是一個(gè) 動態(tài)的控制過 程 。 基于我國工程造價(jià)計(jì)價(jià)模式改革的大背景下，通過對工程量清單和工程造價(jià)的基礎(chǔ)理論的理解，分析工程量清單計(jì)價(jià)模的特點(diǎn)以及工程項(xiàng)目的各個(gè)具體階段，來 分析 研究 與工程量清單計(jì)價(jià)相適應(yīng)的招投標(biāo)階段、簽訂施工合同階段、施工階段以及竣工結(jié)算階段的工 程造價(jià)控制 ，將工程量清單對工程造價(jià)控制的新要求貫穿到建設(shè)項(xiàng)目的整個(gè)過程，力圖客觀真實(shí)的分析問題，分析在新的計(jì)價(jià)模式下，如何有效、合理控制工程造價(jià)的管理方式。在實(shí)現(xiàn)招標(biāo)投標(biāo)階段工程造價(jià)的合理確定與施工階段工程造價(jià)的有效控制，以加深對工程量清單計(jì)價(jià)模式下工程造價(jià)的控制的理解。 關(guān)鍵字 ： 工程量清單計(jì)價(jià)模式 ， 工程造價(jià) ， 控制 Abstract In 2020, the 《 construction engineering state out bq rules》 (GB505002020), this is the first time to engineering valuation based on the form of state mandatory standards, started from traditional quota valuation model to the valuation model change, further establish a construction project valuation is the basis of the legal status, marks the beginning of a new era.
