【正文】 陜西黃河大峽谷（渭南段）濕地生態(tài)旅游區(qū)建設(shè) 項(xiàng)目建議書(shū)渭南市投資咨詢中心建設(shè)項(xiàng)目?jī)?nèi)容提要項(xiàng)目背景陜西黃河大峽谷（渭南段）濕地生態(tài)旅游區(qū)位于渭南市東北部黃河峽谷盆地內(nèi)，總面積約1000多平方公里，海拔高度320～350米。范圍從北向南依次是韓城龍門太史祠名城文化旅游區(qū)，合陽(yáng)洽川生態(tài)旅游區(qū)，大荔沙苑生態(tài)旅游區(qū)和潼關(guān)黃河古城旅游區(qū)。是陜西東部旅游精品環(huán)線和關(guān)中旅游帶的重要組成部分，同時(shí)處在秦晉豫黃河金三角旅游線路的主要地段，區(qū)位優(yōu)勢(shì)十分明顯。近年來(lái)，該旅游區(qū)人數(shù)均在60萬(wàn)人次以上。隨著人們生活水平的進(jìn)一步提高和旅游環(huán)境的改善，旅游人數(shù)將呈大幅增長(zhǎng)趨勢(shì)。陜西黃河大峽谷生態(tài)環(huán)境良好，生物多樣性特征明顯。旅游自然資源和人文資源豐富。擁有全國(guó)最大的黃河河濱濕地—黃河峽谷濕地；國(guó)內(nèi)最大蘆葦蕩—合陽(yáng)洽川十萬(wàn)畝蘆葦蕩；有“華夏絕景”之稱的洽川瀵泉七眼；擁有連綿不斷古樸雄渾的地貌奇觀—黃土峰林；有內(nèi)陸最大的沙丘旅游資源—大荔沙苑農(nóng)業(yè)生態(tài)區(qū)；有“北國(guó)三峽”之稱的山河勝景——韓城龍門、石門、孟門黃河三門奇觀；有“中國(guó)之冠，世界罕見(jiàn)”的大荔育紅礦泉水源地；有三河交匯奇景—黃、洛、渭濕地自然保護(hù)區(qū)；有黃河上唯一小于90176。的潼關(guān)“萬(wàn)里黃河第一彎”；有黃河上最大的河心濕地草場(chǎng)灘涂——潼關(guān)黃河雞心島。還有以歷史文化名城、古“有莘國(guó)”、“沙苑文化”等為代表的豐富多彩的古代文化、黃河文化和民俗文化旅游資源相輔助。整個(gè)旅游區(qū)涵蓋有黃河峽谷漂流、蘆葦濕地觀鳥(niǎo)、溫泉沐浴度假、礦泉療養(yǎng)健身、沙苑大漠風(fēng)情探險(xiǎn)、影視基地文化休閑觀光、民俗節(jié)慶采風(fēng)、自然生態(tài)科普教育等內(nèi)容的國(guó)家級(jí)精品生態(tài)旅游區(qū)。規(guī)劃目標(biāo)規(guī)劃期限：2003～2015年，發(fā)展目標(biāo)：建成國(guó)家4A級(jí)旅游景區(qū)和國(guó)內(nèi)外著名的自然生態(tài)旅游示范區(qū)，年接待游客達(dá)到180萬(wàn)人次。旅游區(qū)形象旅游區(qū)以黃河大峽谷為背景，以濕地生態(tài)旅游為主體，以洽川生態(tài)旅游區(qū)為中心輻射點(diǎn)，建成北起黃河三門，南達(dá)風(fēng)陵古渡200公里長(zhǎng)的旅游天然長(zhǎng)廊，形成四個(gè)功能有所區(qū)分又相互補(bǔ)充的綠色自然生態(tài)、人文旅游景區(qū)。總體旅游形象是：黃河峽谷濕地 沙洲湖泊葦海 溫泉沐浴鶴舞 名城史圣雄關(guān)四大景區(qū)旅游形象：① 韓城龍門太史祠名城文化旅游區(qū)：雄渾北國(guó)三峽 名城太史故里② 洽川生態(tài)旅游區(qū)：秦晉黃河大峽谷 沐浴溫泉伴鶴舞③ 大荔沙苑生態(tài)旅游區(qū)：黃河濕地葦海 沙苑生態(tài)觀光 礦泉療養(yǎng)度假④ 潼關(guān)黃河古城旅游區(qū)：情系千古雄關(guān) 擁抱黃河母親 建設(shè)期和投資估算陜西黃河（渭南段）大峽谷濕地生態(tài)旅游區(qū)建設(shè)期限為2003～2007年，總投資估算為50700萬(wàn)元。投資效益財(cái)務(wù)內(nèi)部收益率（%），%，%；財(cái)務(wù)凈現(xiàn)值（IC=12%）萬(wàn)元，所得稅前49658萬(wàn)元，所得稅后34378萬(wàn)元；靜態(tài)投資回收期（年），；動(dòng)態(tài)投資回收期（IC =12%），所得稅后 。黃河大峽谷生態(tài)旅游區(qū)總體環(huán)境容量比較大，僅洽川景區(qū)達(dá)210萬(wàn)人次，但在規(guī)劃年限內(nèi)由于不能達(dá)到旅游區(qū)的全面開(kāi)發(fā)，這樣就不能單純追求游客人數(shù)，否則將會(huì)造成生態(tài)環(huán)境的極大破壞。因此，要獲得預(yù)期效益，必須通過(guò)提高旅游服務(wù)質(zhì)量、開(kāi)發(fā)特色旅游和餐飲，出售具有地方特色的旅游商品，通過(guò)提高綜合效益來(lái)取得理想效果。Content Summary of the Construction ItemBackground of the ItemThe wet land ecological tourist area of the Shaanxi Yellow River Gorge (WeiNan section )locates in the Yellow River Gorge basin on northeast Part of WeinNanCity, its total area is about more than l000 square km, the height above sea level is 320350 metres The range from north to south by order is HanCheng Dragon Gate TaiShi Ci temple famous city cultural area ,the HeChuan wet land ecological leisure vocation area of HeYang county ,Sha Yuan Hua Yuan wet land sightseeing area of DaLi county ,the Yellow River tourist area on water of Tong Guan is the important posing part of the picked tourist circle and Guan Zhong tourist belt on eastern part of ShaanXi Province,meanwhile ,it locates on the main section of Qin.
