Would you please give us some of your views on this issue？ 答：1993年下半年開始采取加強宏觀調控的措施，當時正是中國加大改革開放力度，取得巨大成就的時候。這種過熱導致1994年通貨膨脹達到21．7％。由于加強了宏觀調控，使中國在兩年多一點的時間解決了經濟過熱問題，改革開放和社會主義建設取得了很大成績。我們有了宏觀調控的經驗，才使我們在去年的亞洲金融危機中站得筆直。 關于這個問題、這些觀點，我早在去年就已經講過，所有到中國來訪問的貴賓，我都給他們講過，包括你們《時代》雜志2月15日一期封面上的3個人：格林斯潘、魯賓、薩默斯，你們稱之為阻止了世界金融崩潰的3個人。 我說這些話，并不是想跟《紐約時報》那兩位作者分稿費，因為我的這個觀點也沒有申請專利。過快地要求一個國家開放資本市場，過分地擴大資本的流動性，往往欲速不達，很可能破壞這個國家的經濟。我想這也是在座很多記者想向我提出的一個問題。因此，這個問題在我向他們重復了這么多遍以后，今天實在不想再講了。我說：“我參加爭取和保障人權運動的歷史比你早得多。我就說：“不是嗎？”我說：“我比你大10歲，當我冒著生命危險同國民黨政權作斗爭，參加爭取中國的民主、自由、人權運動的時候，你還在上中學呢。人生而平等、天賦人權的觀念我早就知道。 當然，我們在人權問題上并不是沒有缺點，也不可能沒有缺點。我們天天都在看人民來信，研究怎樣滿足他們的愿望，實現他們的要求。我們同美國、歐盟、澳大利亞都有人權方面的對話渠道。我見到很多國際友人，一見面，就掏出一單子來念，說那些都是被我們逮捕的人，要我們放了他們。我們全國人大常委會在立法，我們國務院也在立法，國務院立的法叫行政法規(guī)。我們歡迎外國朋友批評我們的工作，但你不要太急了，我比你還急嘛！你不要去支持那些民運分子，讓他們回來。I also said that actually we share many similarities in the viewpoint of human l was in middie school，I had already learned froin textbooks works by Rousseau of France，Emile，Confessions and The SociaI Contract，at all people are born equal and that human rights are endowed by heaven，I have actually learned of such concepts long ago. We were very much influenced by the May 4th Movement，which was a movement for democracy and under the leadership of the Communist Party of China，we struggled against dictatorship and also against human rights violations by the reactionary regime. So today how possibly could we just reverse our position and suppress human rights？ And only we know best how we can best preserve and protect human rights in China. But l cannot say that China is perfect in human rights and it is impossible for China to be perfect in this regard，because China has a history of several thousand years of feudal society and also dictatorship．China also experienced a semicolonial period and that resulted in a colonial mentality. It is only 50 years since the founding of the People’s Republic of China. How could we possibly resolve all problems accumulated through several thousand years of feudal rule within such a short period of 50 years？But we are willing to solicit views from all sides and our people. We are reading letters from our people everyday and we are doing our best to satisfy their needs． We are also willing to listen to the views and ments from friends also have al ot of channels for dialogue in human rights areas. For instance, we have diologue with the United States ,the European Union , Australia and so on.. Progress is being made every day on the issue of human rights. Sometimes when I have met with friends from abroad ,as soon as we see each other ,they would just take out a list and read the names on the list, saying these are people who have been arrested for the cause of socalled prodemocracy activities and would you release them？And then l would say in China we have i．25 billion people and everv day we have criminal ofenses mitted ,everyday we arrest some criminals，would you please give me the list so l can go back and look into that and to find out what is going on？ The just concluded sessions of congress adopted amendents to the Constitution including the adition to the Constition of rulng the country according to law and also building a socialist legal system. We are doing legislative work every day. The Standing Committee of the NationaI People’s Congress is doing legislative work every State Council is drawing up adnministrative rules and regulations everyday. So we are improving our legal system and leslative work every day，and we are doing our job to protect the human rights of the entire Chinese people every day. And we will continue to do so. Foreign friends are wele to criticize us in our job but do not be too impatient．Actually，I am more impatient than you are. Do not support those socalled prodemocracy activists．If these people were to return to China，then there would be no legal system，no democracy，no rule of law in China.
