,也就是人們常說的“軟件工作”。抓住重點(diǎn)才能管理好船舶,人的精力畢竟是有限的。如VIQ、ISGOTT、MARPOL和STCW公約等。這一點(diǎn)是我們與外界明顯的差距,出力出汗的工作可以,理論方面的不行。3. 提高船員和船舶管理相關(guān)人員的英語水平。在航海院校學(xué)習(xí)的英語是不夠的,尤其是專業(yè)英語。在航行中我們經(jīng)常聽到高頻中關(guān)于公司以外船員的待遇和提職的相關(guān)情況。我們不能片面地看待這件事情,這與我們公司的實(shí)際情況有關(guān),人多船少,管理規(guī)范,造成了提職慢,這有好的一面,但也限制了這些船員的發(fā)展。有不少優(yōu)秀的航海院校畢業(yè)的干部船員相繼離開了公司,一些非常優(yōu)秀的年輕船長和輪機(jī)長因各種原因離開了公司,這會限制公司的可持續(xù)發(fā)展的目標(biāo),失去公司的競爭力。知識更新,科技更新的步伐越來越快,有關(guān)船舶方面的各種要求會越來越多,公司和船舶要注意這方面的變化,及時(shí)地知識更新,才會滿足石油公司檢查的要求和行業(yè)的要求。7. 加大石油公司檢查方面的培訓(xùn)力度。8. 發(fā)揮每名船員的積極性,對通過石油公司檢查非常重要?,F(xiàn)在船員工作的壓力愈來愈大,面臨的各種檢查和要求越來越多,工作量也是越來越大。石油公司檢查如此地重要和關(guān)鍵,提高一點(diǎn)獎勵在提高通過率方面可能會有一點(diǎn)幫助。,對船舶進(jìn)行預(yù)檢。在以上影響石油公司檢查的諸多因素中,除了不可更改的因素外,最主要的因素是船東和船員的因素。是否有良好的船舶,一流的船、岸管理,一流的船員,是通過石油公司檢查的關(guān)鍵。由于眾所周知的原因,公司發(fā)展的歷史中存在一些對液貨船管理不利的一段時(shí)期,液貨船的轉(zhuǎn)出,船員工作船舶種類的轉(zhuǎn)變,航區(qū)的縮小,船舶數(shù)量的減少,對我們今天對液貨船的管理帶來了很大的困難,突出表現(xiàn)在船舶管理和石油公司檢查的通過上。實(shí)際上通過石油公司的檢查并不是一件難事,我們有些船員的素質(zhì)是非常高的,完全能達(dá)到大石油公司的要求。以上內(nèi)容是我在“遠(yuǎn)榮湖”輪、“遠(yuǎn)大湖”輪和“遠(yuǎn)盛湖”輪連續(xù)七次通過BP/SHELL/CHEVRONTEXACO三大石油公司檢查的經(jīng)驗(yàn),以及六個(gè)多月石油公司檢查監(jiān)督員工作的經(jīng)歷和十余次陪同檢查官上船檢查,總結(jié)出來的一點(diǎn)經(jīng)驗(yàn)和體會,供同志們參考。最后用一位巴西的老PSC檢查官的話來結(jié)束此文。我確信通過這次檢查,對提高船舶的管理會有幫助,有利于船舶的安全,船長您應(yīng)該感謝我!” 主要石油公司簡介: BP,SHELL(STASCO),EXXONMOBIL,CHEVRONTEXACO,TOTAL,STATOIL,PETRONAS,ETC。 整個(gè)石油公司檢查流程。 申請檢查:航運(yùn)部船管部石油公司申請方式:FAX,EMAIL,2.3.4.5.6.三,1.2.1):動員,思想上和衛(wèi)生上。3):保證設(shè)備的正常運(yùn)轉(zhuǎn)。5):執(zhí)行體系文件情況。四,1.2.3.1)船舶證書。3)航海出版物。5)記錄。 駕駛臺。2)航海日志,船長的夜航命令,常規(guī)指令,磁羅經(jīng)自查記錄和各種設(shè)備的保養(yǎng)記錄。5)NAVTEX 設(shè)定和檢測。 外走廊和甲板等處的檢查。 貨控室。2)各種GAS氣體探測儀器的使用和校正。4)各艙最大裝卸速度和氣體的排放速度。6)充惰氣的氧氣含量。7.1)整體狀況,有無跑冒滴漏現(xiàn)象發(fā)生,清潔情況。3)副機(jī)的工況,失電和并電試驗(yàn)。5)油水分離器的使用。7)垃圾存放。9)滑油低壓報(bào)警。 廚房。2)菜庫及冰箱內(nèi)物品狀況。4)報(bào)警器的使用。附件二、石油公司檢查所需證書和文件1.
