For safer shipping and more prosperous shipping market, Maritime Safety Administration (MSA) of Ministry of Communications (MOC) always emphasize on technology investment to improve maritime safety management level. Maritime endorsement， as mandatory formalities for ships entering or leaving ports， is one of the most important measure to ensure navigation safety and accident prevention. However, the level of utilizing of information technology in maritime endorsement is still needed improving. First, in some MSA units, maritime endorsement is still operated by hand. Secondly, the software used by the units mostly is not web connected. Thirdly, the information of maritime endorsement didn’t share with other information system, such as seaman management and ship safety inspection system. As the MSA Information System (stage one) and the MSA Information System (stage two) have put in operation, this paper is try to design and plan the electronic maritime endorsement system in Yangtze River Delta, emphasizing on the connection of the different information system. In principle, the Yangtze River Delta maritime endorsement system is a long project .It should be divided into several stages and set different objects for each stage . Considering the utilizing level of the information technology in MSA at present, web work condition, main difficulties of maritime endorsement management at present and the information technology development trend, the ship putinandout IC card will be put in operation soon. Ship IC card is the first step to solve the problem of information resource absence and information sharing difficults in each maritime units. All maritime endorsement units will realize information sharing at stage two. At last, all units relating to maritime endorsement will realize information sharing. The first phase objective is the keystone of the Plan and Project, which make use of the Public Domain, the existing resource of work of MSA, the maritime endorsement software of the information system of maritime control and the software of management of local MSAs by ship IC card to achieve information sharing. In this stage, the function, type, configuration, content and purview of the ship IC card will be designed and approved according to administration system, the mode of management, the requirement of operation, and the applications of MSA units in Yangtze River Delta area. The center of management of IC card, the sub center of management of IC card, the management system of IC card and the safety system also will be designed. The MSA units in the area of Yangtze River Delta will realize online maritime endorsement by IC card at the end of “fifteenth Plain”, in the future, all relevant anizations will connect with the online maritime endorsement system, and 3 an integrative maritime management in the area of Yangtze River Delta will be achieved .
