【正文】 政長官和特別行政區(qū)政府依法施政，集中力量解決好一些關(guān)系香港未來社會和經(jīng)濟發(fā)展的重大問題。要進一步落實行政主導(dǎo)體制，行政、立法、司法機關(guān)要按照香港特別行政區(qū)基本法的規(guī)定，各司其職，各負其責，要順應(yīng)社會進步和經(jīng)濟發(fā)展的要求，更好地保障香港公眾的整體利益，共同造福社會。包括香港同胞在內(nèi)的所有中國人，都應(yīng)該自豪地投身這一偉大事業(yè)，努力作出無愧于祖國、無愧于民族、無愧于時代的貢獻。廣大香港同胞不僅是香港特別行政區(qū)的主人，也是國家的主人，應(yīng)該不斷增強國家觀念和民族意識，自覺維護祖國的安全和統(tǒng)一，維護祖國和民族的整體利益。香港回歸一周年慶典時，我曾經(jīng)說過，香港的回歸是香港歷史的一個重大轉(zhuǎn)折，每個香港人，都在經(jīng)受這一歷史轉(zhuǎn)折所帶來的時代變化的檢驗。這里，我想提出三點希望。今后五到十年，也是香港經(jīng)濟和社會發(fā)展的關(guān)鍵時期。進入新世紀，祖國內(nèi)地進入了全面建設(shè)小康社會、加快推進社會主義現(xiàn)代化的新的發(fā)展階段，正在實施現(xiàn)代化建設(shè)的第三步戰(zhàn)略目標。我們必須適應(yīng)這種新的形勢，更好地推進我國的發(fā)展。祖國的日益發(fā)展強大，是香港順利回歸和回歸后成功貫徹“一國兩制”方針的根本保障，也是保持香港社會和經(jīng)濟長期穩(wěn)定繁榮的堅強后盾。香港進入后過渡期，國際局勢發(fā)生了重大變化，但我們始終堅持“一國兩制”方針不動搖，有條不紊地完成了恢復(fù)對香港行使主權(quán)的各項工作，實現(xiàn)了香港的平穩(wěn)過渡。xxx先生是“一國兩制”事業(yè)的奠基人，他以偉大政治家的智慧和膽略，創(chuàng)造性地提出了“一國兩制”的科學構(gòu)想，為完成祖國和平統(tǒng)一大業(yè)打開了切實可行的道路。只要堅持這樣做，我們就一定能夠不斷克服前進道路上的各種困難，“一國兩制”事業(yè)就一定能夠取得更大成功。“一國兩制”是一項全新的事業(yè)，需要中央政府、特別行政區(qū)政府和廣大香港同胞一道實踐和探索。事實充分證明，“一國兩制”是完全行得通的，董建華先生及其領(lǐng)導(dǎo)的特別行政區(qū)政府是具有駕馭復(fù)雜局勢的智慧和能力的，香港人是完全能夠治理好香港的。今天的香港，“一國兩制”、“港人治港”、高度自治方針得到全面落實，原有的資本主義制度保持不變，廣大居民繼續(xù)以自己習慣的方式生活。香港回歸后不久，就遇到了亞洲金融危機的嚴重沖擊和國際經(jīng)濟環(huán)境變化的不利影響。今天，我們再次聚會，隆重慶祝香港回歸祖國五周年。我相信，只要各國人民攜手努力，世界發(fā)展前景一定會更加美好，各國人民福祉一定會不斷增進。中國人民對他們的不幸遭遇抱著深深的同情，衷心希望他們早日擺脫困境。 global issues such as climate change, energy, resources, food and public sanitary security are prominent。借此機會，我愿重申，中國將繼續(xù)高舉和平、發(fā)展、合作旗幟，堅持獨立自主的和平外交政策，始終不渝走和平發(fā)展道路，始終不渝奉行互利共贏的開放戰(zhàn)略，在和平共處五項原則的基礎(chǔ)上積極發(fā)展同各國的友好交往和互利合作，積極參與應(yīng)對全球性問題的國際合作，繼續(xù)同各國人民一道推動建設(shè)持久和平、共同繁榮的和諧世界。
The year 2020 marks the beginning of China’s implementation of the 12th FiveYear Plan for Economic and Social Development. In the uping year, we will unswervingly uphold the great banner of socialism with Chinese characteristics, deepen the implementation of the Scientific Outlook on Development under the guidance of Deng Xiaoping Theory and the important thought of Three Represents, pursue a path of scientific development, accelerate the change of development mode and structural adjustment, and maintain a proactive fiscal and stable monetary policy. We will pay more attention to deepening the reform and opening up and further improving people’s welfare. We will make overall plans to guarantee a stable and relatively fast economic growth and social harmony and stability. We will uphold the principles of “one country, two systems”, “Hong Kong people governing Hong Kong” and “Macao people governing Macao” with a high degree of autonomy. We will work together with our patriots in Hong Kong and Macao to maintain longterm prosperity and stability in the two Special Administrative Regions. and firmly grasp the theme of crossStraits relations and peaceful development, strengthen the crossStraits exchanges and cooperation, and bring continuous wellbeing to patriots on both sides of the Taiwan Strait.
當前，世界多極化、經(jīng)濟全球化深入發(fā)展，科技創(chuàng)新孕育新突破，但世界經(jīng)濟復(fù)蘇進程仍將艱難曲折，氣候變化、能源資源安全、糧食安全、公共衛(wèi)生安全等全球性問題更加突出，國際和地區(qū)熱點問題此起彼伏，世界和平與發(fā)展面臨的機遇和挑戰(zhàn)都前所未有。我們將堅持“一國兩制”、“港人治港”、“澳人治澳”、高度自治的方針，緊緊依靠廣大香港同胞、澳門同胞，努力保持香港、澳門長期繁榮穩(wěn)定。
