This paper researches the general situation, necessity and feasibility of the proposed project, including construction condition, technology solutions, energy saving and environmental protection, the safety of the labors and fire control, the construction scheme, the investment estimation, the content of bidding and the social impact, and so on. The research proved that the construction project of the surrounding municipal facilities, such as the water supply and drainage, the power supply,and the transportation conditions meet the requirements of the construction. The construction scale is appropriate and the construction scheme is reasonable.
