ore than one hundred years development, nonofficial higher education evaluation in America has formed a perfect system, in which the relationship between higher education evaluation organizations and federal government stands sticking point. Identical with the political system of power division and selfgovernment, federal government is not allowed to manage higher education, and the power about it belongs to each state. But higher education’s increasing influences on nation and state governments’ limitation in managing higher education make the federal try to find the new way to intervene higher education. Higher education evaluation organizations which are mainly institutional accrediting agencies and program accrediting agencies obtain university’s trust because of their legal independence of governments and universities, selfdiscipline and their original intimity with universities. So they appeared in the federal’s view. On the other hand, environments in which higher education exists determines that dealing with the relationship between evaluation organizations and federal government is the inevitable mission for evaluation organizations. On the basis of analyzing the factors above, this essay aims to discuss the relationship between the federal and higher education evaluation organizations, trying to find some helpful suggestions on the relation between the government and higher education evaluation organizations in China.
