【正文】 use of defective supervision and management system to the grassroot cadres. At present, the researches and achievement of such crimes to the grassroot cadres are mostly from lawyers of judicial departments of Practice. They e up with some regional studies and solutions according to the local justice conditions. In legal practices, there is no clear qualitative description to this kind of crime. As a result, some criminals can not be properly punished for their illegal behaviors or even not. Therefore, some villagers repeatedly petition higher authorities for help and even anize mass disturbances because of the illegal behavior of the village officials, which seriously disturbs the order of the government, agriculture production and villagers’ life, brings instability to the society, breaks the harmony of our country, and sets back the development of rural economy.
