Greening government39。 ( 3)目前的研究或者針對單一項目展開,或者側重風險控制,或者只從收益出發(fā)進行 項目決策 ,尚缺乏一套針對中國市場特性的風險收益綜合評估體系。中國的 EPC 項目進展面臨著獨特的大環(huán)境和特定的投資政策,應該對此 特別關注。 EPC 項目自身的風險可以概括為融資風險、運營風險、技術風險、管理風險等幾類, 其中融資風險在以往研究中被提到的頻率最高,值得 EPC 項目投資者和政策進行廣泛關注。 ( 2)通過不同國家之間的對比分析,我們發(fā)現(xiàn):英、法、德、日本在內(nèi)的發(fā)達國家合 同能源管理項目起步較早,發(fā)展較完善;而發(fā)展中國家仍面臨諸多問題,需要向發(fā)達國家學 習并完善。通過對國際或國家層面的研究分析,我們 可以總結得到影響合同能源管理發(fā)展的共同因素包括:項目發(fā)展政策、融資環(huán)境、機制建設、 定價策略、社會文化、以往經(jīng)驗等。這是今后研 究中可以關注的領域。 Wang 和 Xue( 2022) [37] 基于 EPC 總承包項目的實物期權特性,建立了合同能源管理公司與其客戶的決策模式,并 引入潛在的競爭對手參與市場競爭,分析了合同能源管理的投資決策問題。 Zhang 等( 2022b) [33]從博弈論的角度進行了 EPC 項目決策分析,提出 EPC 項目應選擇技術成熟的高的內(nèi)容,并盡量與具有節(jié)能潛力的 客戶合作。 Hu 和 Zhou( 2022) [32]運用模糊分析方法,將 EPC 風險 概況為 7 類:政治與法律,市場,技術,管理,金融,項目質量,客戶風險。 Shang 等( 2022a) [31]將合同能源管理項目風險進行分類, 認為 EPC 項目風險主要包括政策,市場,融資,項目運行過程中存在的風險。 ( 2022) [36] , Wang 和 等 Xue(2022) [37] 部分研究側重分析項目運行中存在的風險。 215 表 4 基于項目層面的合同能源管理研究分類 Table 4 Classification of EPC research at
