Most dairy processors are small ones without advanced technique that produce identical products with low added value. Guidelines and Goals for Further Development 以黨的 “ 十七大 ” 精神為指導，全面貫徹落實《國務院關于促進奶業(yè)持續(xù)健康發(fā)展的意見》（國發(fā) [2023]31號），把發(fā)展現(xiàn)代奶業(yè)放在更加重要的位置，以保護奶農(nóng)利益為根本，以提高良種化水平和轉(zhuǎn)變飼養(yǎng)方式為基礎。強化奶源基地和良種繁育體系建設，培育壯大乳品加工企業(yè)，建立完善奶業(yè)法律法規(guī)、質(zhì)量標準和規(guī)范的市場秩序，加快奶業(yè)新技術引進和推廣應用，提高奶業(yè)集約化、標準化、產(chǎn)業(yè)化和優(yōu)質(zhì)化水平，增強市場競爭力，促進奶業(yè)持續(xù)健康發(fā)展。 Guided by the principles of the 17th National Congress of CPC and the Opinions of State Council on Promoting the Sustainable and Sound Development of Dairy Industry, the region gives high priority to the development of dairy industry. Keeping in mind the interest of milk farmers, it seeks to improve cattle varieties and transform breeding methods. In a bid to facilitate the sustainable and sound development of dairy industry, great efforts will be made to build milk source bases and a variety improvement system, foster stronger processing enterprises, improve the legal framework and quality standards, regulate the market, accelerate the introduction and extension of new techniques, make the dairy industry more concentrated, standard, industrialized, and with high quality and enhance its petitiveness.v 到 2023年，全區(qū)奶牛存欄達到 80萬頭，鮮奶總產(chǎn)量達到 300萬噸。 By 2023, the number of cows reaches 800,000 and total milk yield 3 million tons.v 成母牛年均單產(chǎn)達到 6600千克以上。 Average unit yield of adult cows reaches 6,600 kg.v 培育產(chǎn)奶量在 8000千克以上的高產(chǎn)奶牛核心群 10萬頭。 The number of cows with a unit yield of over 8,000 kg reaches 100,000.v 標準化規(guī)模養(yǎng)殖比重達到 80%以上，青貯飼料入戶率達到 80%以上。 The percentage of largescale standard breeding reaches 80%, and family introduction percentage of silage over 80%.v 機械化擠奶普及率要達到 90%以上。 The percentage of mechanized milking reaches 90%.v 奶牛養(yǎng)殖業(yè)產(chǎn)值達到 70億元，占畜牧業(yè)總產(chǎn)值的 40%。 Production value of dairy husbandry reaches 7 billion RMB, accounting for 40% of animal husbandry in Ningxia.v 乳制品加工業(yè)實現(xiàn)產(chǎn)值 60億元，年均增長 20%以上。 Production value of processing reaches 6 billion RMB, with an average annual growth rate of over 20%.四、今后發(fā)展思路和目標Ⅳ .
