【正文】 0。（1）鼓勵(lì)有條件的大型工程設(shè)計(jì)、施工企業(yè)通過(guò)改造和重組，調(diào)整結(jié)構(gòu)，完善功能，充實(shí)人力資源，盡快成為具有設(shè)計(jì)、采購(gòu)、施工（施工管理）、開(kāi)車(chē)功能的國(guó)際型工程公司。對(duì)具備施工管理能力的大型設(shè)計(jì)企業(yè)，在申請(qǐng)相應(yīng)的施工承包資質(zhì)時(shí)應(yīng)給予政策支持；對(duì)具備設(shè)計(jì)能力的大型施工企業(yè)，在申請(qǐng)相應(yīng)的設(shè)計(jì)資質(zhì)時(shí)予以政策支持。（2）改造和培育一批工程項(xiàng)目管理企業(yè)。有條件的工程咨詢、設(shè)計(jì)、施工、監(jiān)理、招標(biāo)代理和造價(jià)咨詢企業(yè)，可以通過(guò)充實(shí)相應(yīng)的工程項(xiàng)目管理專業(yè)人員，建立健全組織機(jī)構(gòu)，完善項(xiàng)目管理體系，成為專業(yè)化的工程項(xiàng)目管理（服務(wù)）企業(yè)。對(duì)工程項(xiàng)目管理企業(yè)在申請(qǐng)咨詢、設(shè)計(jì)、監(jiān)理、招標(biāo)代理和造價(jià)咨詢資質(zhì)時(shí)應(yīng)給予適當(dāng)政策支持。（3）建議權(quán)威部門(mén)從現(xiàn)有條件較好、實(shí)力較強(qiáng)的大型設(shè)計(jì)、施工、監(jiān)理企業(yè)中，確定一批重點(diǎn)扶持企業(yè)，增強(qiáng)其國(guó)際競(jìng)爭(zhēng)實(shí)力，積極開(kāi)拓國(guó)際市場(chǎng)。參 考 文 獻(xiàn)[1].，2004－02－24（4）[2] 田澤，, 2003,19(4): 15～20[3] 王軍, 陳李斌. 項(xiàng)目經(jīng)理角色的演變與發(fā)展. 化工技術(shù)經(jīng)濟(jì), (8): 32～34 Comparison and Discussion on the Current Situation of Engineering Project Management at Home and AbroadHe Qi Chen Libin(Site Investigation and Design Research Institute, SINOPEC Henan Petroleum Exploration Bureau, Nanyang 473132)ABSTRACT On the basis of introduction of the forms, contents, means and methods of project management in overseas largesized engineering panies, this paper detailedly analyzed and summarized the current situation of project management in China and the main disparities with overseas panies, and put forward some essential proposals in view of the problems existing in project management of domestic panies and the defects in institution, including formulating the training contents of project management subject, accelerating the development and application of project management software, constituting scientific engineering project management system, attaching importance to risks in project, pressing on with talents cultivation, and establishing a number of project contract and management enterprises.
