【正文】 急物資、應(yīng)急裝備等資源，及時(shí)將突發(fā)事件發(fā)生發(fā)展情況和應(yīng)急處置狀況傳遞給相關(guān)人員，實(shí)現(xiàn)協(xié)同指揮、有序調(diào)度和有效監(jiān)督，提高應(yīng)急效率。包括：情況掌握，實(shí)現(xiàn)情況接收、情況處理、情況掌握顯示、情況分發(fā)等功能；應(yīng)急指揮。實(shí)現(xiàn)任務(wù)分析、方案協(xié)同推演、命令生成、命令執(zhí)行與行動(dòng)掌控、效果評(píng)估等功能。⑥應(yīng)急資源保障。應(yīng)急平臺(tái)實(shí)現(xiàn)了突發(fā)事件應(yīng)對(duì)所需要人力、物力、財(cái)力、醫(yī)療衛(wèi)生、交通運(yùn)輸、通信保障等資源的管理，提供應(yīng)急資源的優(yōu)化配置方案和應(yīng)對(duì)過程中所需資源的狀態(tài)跟蹤、反饋，保證資源及時(shí)到位，滿足應(yīng)急救援工作的需要和災(zāi)區(qū)群眾的基本生活，保障恢復(fù)重建工作的順利進(jìn)行。⑦應(yīng)急過程評(píng)估和應(yīng)急能力評(píng)價(jià)。應(yīng)急平臺(tái)將突發(fā)事件的類別、事故情況、指揮記錄、現(xiàn)場(chǎng)反饋、危害程度、措施有效度等綜合分析，輔助形成事件總結(jié)報(bào)告并存檔，方便相關(guān)人員進(jìn)行應(yīng)急的經(jīng)驗(yàn)教訓(xùn)總結(jié)和總體應(yīng)急功效的評(píng)估。[參考文獻(xiàn)][1]科技部. 國家“十一五”科學(xué)技術(shù)發(fā)展規(guī)劃[C]，2006.[2]范維澄，劉奕，翁文國. 公共安全科技的“三角形”框架與“4+1”方法學(xué)[J]，科技導(dǎo)報(bào)卷首語，2009.[3]國務(wù)院應(yīng)急管理辦公室. 應(yīng)急管理大事記[C]，2009.Science and Technology Support for Emergency ManagementFAN Weicheng WENG Wenguo（Center for Public Safety Research of Tsinghua University，Beijing 100084， China）Abstract： Emergency management is the manoperation measurements to prevent and mitigate the occurrence probability and effect of emergencies.
