深厚,但并未因他“勞苦功高、人才難得”而心慈手軟。(五)高薪為攬賢而非為養(yǎng)廉,打造廉潔高效的公務(wù)員隊(duì)伍。新加坡是先有廉政,后有高薪,實(shí)行高薪制的主要目的不是用來(lái)養(yǎng)廉,而在于攬才引賢。而且,與商界企業(yè)家、律師、醫(yī)生等社會(huì)精英相比,新加坡公職人員收入并不算高,同時(shí)不再享有任何額外待遇。二、學(xué)習(xí)借鑒新加坡經(jīng)驗(yàn),推進(jìn)廣東反腐倡廉建設(shè)新加坡與我國(guó)地緣相近、人文相親,特別是在政黨制度、文化習(xí)俗等方面有共通之處,其廉政建設(shè)經(jīng)驗(yàn)值得借鑒。(一)推動(dòng)黨密切聯(lián)系群眾實(shí)踐方式創(chuàng)新。要健全服務(wù)群眾制度、聯(lián)系群眾制度、信訪制度,堅(jiān)持領(lǐng)導(dǎo)干部定期下訪、定期接訪、及時(shí)閱處群眾來(lái)信,注重分析網(wǎng)絡(luò)輿情。健全黨和政府主導(dǎo)的維護(hù)群眾權(quán)益機(jī)制,認(rèn)真解決群眾反映強(qiáng)烈的突出問(wèn)題。(二)推進(jìn)反腐倡廉重大基礎(chǔ)性制度建設(shè)。推動(dòng)盡快出臺(tái)反腐敗國(guó)家立法,實(shí)現(xiàn)反腐敗工作法治化。修訂完善刑事法律,加大 —2—對(duì)貪污受賄行為的經(jīng)濟(jì)處罰力度。對(duì)公職人員來(lái)源不明巨額財(cái)產(chǎn),按涉嫌貪污定罪論處。盡快出臺(tái)推行國(guó)家公職人員財(cái)產(chǎn)申報(bào)和公職人員接受禮品制度。2011年集中精力深化公務(wù)用車制度改革,統(tǒng)一指導(dǎo)推動(dòng)各地各部門車改。(三)加快干部選拔、任用、管理制度改革。要提高公務(wù)員隊(duì)伍準(zhǔn)入門檻,嚴(yán)格審查道德修養(yǎng)、財(cái)務(wù)狀況和社會(huì)關(guān)系等。要繼續(xù)深化干部選拔任用初始提名權(quán)改革。實(shí)行用人失察問(wèn)責(zé)制。加快和擴(kuò)大“公推直選”鄉(xiāng)鎮(zhèn)黨委書記、鄉(xiāng)鎮(zhèn)長(zhǎng)的范圍。適時(shí)組織開(kāi)展對(duì)選人用人不正之風(fēng)及買官賣官問(wèn)題專項(xiàng)治理。強(qiáng)化對(duì)人事任免事項(xiàng)的黨內(nèi)巡視考評(píng)力度。改革公務(wù)員薪酬制度,實(shí)行彈性靈活工資制度。強(qiáng)化對(duì)各級(jí)“一把手”的監(jiān)督,建立一批剛性、管用和可行的制度規(guī)范。(四)提高發(fā)現(xiàn)腐敗概率和打擊精準(zhǔn)度。要規(guī)范受理申訴或舉報(bào)程序,對(duì)舉報(bào)的受理、移送、查處、答復(fù)等程序以及每個(gè)程序的時(shí)限作出規(guī)定。成立信訪舉報(bào)咨詢委員會(huì),定期聽(tīng)取對(duì)不予核查的案件線索的解釋和說(shuō)明。充分發(fā)揮網(wǎng)絡(luò)在反腐敗中的作用,完善網(wǎng)絡(luò)舉報(bào)法規(guī)制度建設(shè),健全網(wǎng)絡(luò)舉報(bào)受理機(jī)制,完善線索運(yùn)用和反饋制度。加大對(duì)行賄行為的打擊力度,堅(jiān)決實(shí)行受賄行賄同罪同罰,加大腐敗行為的風(fēng)險(xiǎn)成本。開(kāi)展對(duì)重要崗位和重點(diǎn)人員的廉政風(fēng)險(xiǎn)防范評(píng)估管理工作,建立廉政預(yù)警機(jī)制。(五)建設(shè)廉潔、高效、具有完整獨(dú)立監(jiān)督系統(tǒng)的反腐敗專門機(jī)構(gòu)。優(yōu)化機(jī)構(gòu)設(shè)置,確保一半以上人員參加辦案??煽紤]在整
