To be specific, they need to improve the region39。s infrastructure, and put in place a secure and efficient network of land, sea and air passages, lifting theirconnectivityto a higher level。 further enhance trade and investment facilitation, establish a network of free trade areas that meet high standards, maintain closer economic ties, and deepen political trust。 enhance cultural exchanges。 encourage different civilizations to learn from each other and flourish together。 and promote mutual understanding, peace and friendship among people of all countries.四、合作重點(diǎn)IV. Cooperation Priorities沿線各國(guó)資源稟賦各異，經(jīng)濟(jì)互補(bǔ)性較強(qiáng)，彼此合作潛力和空間很大。以政策溝通、設(shè)施聯(lián)通、貿(mào)易暢通、資金融通、民心相通為主要內(nèi)容，重點(diǎn)在以下方面加強(qiáng)合作。Countries along the Belt and Road have their own resource advantages and their economies are mutually plementary. Therefore, there is a great potential and space for cooperation. They should promote policy coordination, facilities connectivity, unimpeded trade, financial integration and peopletopeople bonds as their five major goals, and strengthen cooperation in the following key areas:政策溝通。Policy coordination加強(qiáng)政策溝通是“一帶一路”建設(shè)的重要保障。加強(qiáng)政府間合作，積極構(gòu)建多層次政府間宏觀政策溝通交流機(jī)制，深化利益融合，促進(jìn)政治互信，達(dá)成合作新共識(shí)。沿線各國(guó)可以就經(jīng)濟(jì)發(fā)展戰(zhàn)略和對(duì)策進(jìn)行充分交流對(duì)接，共同制定推進(jìn)區(qū)域合作的規(guī)劃和措施，協(xié)商解決合作中的問題，共同為務(wù)實(shí)合作及大型項(xiàng)目實(shí)施提供政策支持。Enhancing policy coordination is an important guarantee for implementing the Initiative. We should promote intergovernmental cooperation, build a multilevel intergovernmental macro policy exchange and munication mechanism, expand shared interests, enhance mutual political trust, and reach new cooperation consensus. Countries along the Belt and Road may fully coordinate their economic development strategies and policies, work out plans and measures for regional cooperation, negotiate to solve cooperationrelated issues, and jointly provide policy support for the implementation of practical cooperation and largescale projects.設(shè)施聯(lián)通。Facilities connectivity基礎(chǔ)設(shè)施互聯(lián)互通是“一帶一路”建設(shè)的優(yōu)先領(lǐng)域。在尊重相關(guān)國(guó)家主權(quán)和安全關(guān)切的基礎(chǔ)上，沿線國(guó)家宜加強(qiáng)基礎(chǔ)設(shè)施建設(shè)規(guī)劃、技術(shù)標(biāo)準(zhǔn)體系的對(duì)接，共同推進(jìn)國(guó)際骨干通道建設(shè)，逐步形成連接亞洲各次區(qū)域以及亞歐非之間的基礎(chǔ)設(shè)施網(wǎng)絡(luò)。強(qiáng)化基礎(chǔ)設(shè)施綠色低碳化建設(shè)和運(yùn)營(yíng)管理，在建設(shè)中充分考慮氣候變化影響。Facilities connectivity is a priority area for implementing the Initiative. On the basis of respecting each other39。s sovereignty and security concerns, countries along the Belt and Road should improve the connectivity of their infrastructure construction plans and technical standard systems, jointly push forward the construction of international trunk passageways, and form an infrastructure network connecting all subregions in Asia, and between Asia, Europe and Africa step by step. At the same time, efforts should be made to promote green and lowcarbon infrastructure construction and operation management, taking into full account the impact of climate change on the construction.抓住交通基礎(chǔ)設(shè)施的關(guān)鍵通道、關(guān)鍵節(jié)點(diǎn)和重點(diǎn)工程，優(yōu)先打通缺失路段，暢通瓶頸路段，配套完善道路安全防護(hù)設(shè)施和交通管理設(shè)施設(shè)備，提升道路通達(dá)水平。推進(jìn)建立統(tǒng)一的全程運(yùn)輸協(xié)調(diào)機(jī)制，促進(jìn)國(guó)際通關(guān)、換裝、多式聯(lián)運(yùn)有機(jī)銜接，逐步形成兼容規(guī)范的運(yùn)輸規(guī)則，實(shí)現(xiàn)國(guó)際運(yùn)輸便利化。推動(dòng)口岸基礎(chǔ)設(shè)施建設(shè)，暢通陸水聯(lián)運(yùn)通道，推進(jìn)港口合作建設(shè)，增加海上航線和班次，加強(qiáng)海上物流信息化合作。拓展建立民航全面合作的平臺(tái)和機(jī)制，加快提升航空基礎(chǔ)設(shè)施水平。With regard to transport infrastructure construction, we should focus on the key passageways, junctions and projects, and give priority to linking up unconnected road sections, removing transport bottlenecks, advancing road safety facilities and traffic management facilities and equipment, and improving road network connectivity. We should build a unified coordination mechanism for wholecourse transportation, increase connectivity of customs clearance, reloading and multimodal transport between countries, and gradually formulate patible and standard transport rules, so as to realize international transport facilitation. We should push forward port infrastructure construction, build smooth landwater transportation channels, and advance port cooperation。 increase sea routes and the number of voyages, and enhance information technology cooperation in maritime logistics. We should expand and build platforms and mechanisms for prehensive civil aviation cooperation, and quicken our pace in improving aviation infrastructure.加強(qiáng)能源基礎(chǔ)設(shè)施互聯(lián)互通合作，共同維護(hù)輸油、輸氣管道等運(yùn)輸通道安全，推進(jìn)跨境電力與輸電通道建設(shè)，積極開展區(qū)域電網(wǎng)升級(jí)改造合作。We should promote cooperation in the connectivity of energy infrastructure, work in concert to ensure the security of oil and gas pipelines and other transport routes, build crossborder power supply networks and powertransmission routes, and cooperate in regional power grid upgrading and transformation.共同推進(jìn)跨境光纜等通信干線網(wǎng)絡(luò)建設(shè)，提高國(guó)際通信互聯(lián)互通水平，暢通信息絲綢之路。加快推進(jìn)雙邊跨境光纜等建設(shè)，規(guī)劃建設(shè)洲際海底光纜項(xiàng)目，完善空中（衛(wèi)星）信息通道，擴(kuò)大信息交流與合作。We should jointly advance the construction of crossborder optical cables and other munications trunk line networks, improve international munications connectivity, and create an Information Silk Road. We should build bilateral crossborder optical cable networks at a quicker pace, plan transcontinental submarine optical cable projects, and improve spatial (satellite) information passageways to expand information exchanges and cooperation.貿(mào)易暢通。Unimpeded trade投資貿(mào)易合作是“一帶一路”建設(shè)的重點(diǎn)內(nèi)容。宜著力研究解決投資貿(mào)易便利化問題，消除投資和貿(mào)易壁壘，構(gòu)建區(qū)域內(nèi)和各國(guó)良好的營(yíng)商環(huán)境，積極同沿線國(guó)家和地區(qū)共同商建自由貿(mào)易區(qū)，激發(fā)釋放合作潛力，做大做好合作“蛋糕”。Investment and trade cooperation is a major task in building the Belt and Road. We should strive to improve investment and trade facilitation, and remove investment and trade barriers for the creation of a sound business environment within the region and in all related countries. We will discuss with countries and regions along the Belt and Road on opening free trade areas so as to unleash the potential for expanded cooperation.沿線國(guó)家宜加強(qiáng)信息互換、監(jiān)管互認(rèn)、執(zhí)法互助的海關(guān)合作，以及檢驗(yàn)檢疫、認(rèn)證認(rèn)可、標(biāo)準(zhǔn)計(jì)量、統(tǒng)計(jì)信息等方面的雙多邊合作，推動(dòng)世界貿(mào)易組織《貿(mào)易便利化協(xié)定》生效和實(shí)施。改善邊境口岸通關(guān)設(shè)施條件，加快邊境口岸“單一窗口”建設(shè)，降低通關(guān)成本，提升通關(guān)能力。加強(qiáng)供應(yīng)鏈安全與便利化合作，推進(jìn)跨境監(jiān)管程序協(xié)調(diào)，推動(dòng)檢驗(yàn)檢疫證書國(guó)際互聯(lián)網(wǎng)核查，開展“經(jīng)認(rèn)證的經(jīng)營(yíng)者”（AEO）互認(rèn)。降低非關(guān)稅壁壘，共同提高技術(shù)性貿(mào)易措施透明度，提高貿(mào)易自由化便利化水平。Countries along the Belt and Road
