【文章內(nèi)容簡介】 推廣,過渡到建立全國統(tǒng)一平等的戶籍制度。通過改革戶籍制度,創(chuàng)造勞動力流動的平等環(huán)境,從而降低流動的成本。(二)、建立和完善社會保障制度健全的社會保障制度是勞動力市場良性運作的基本條件,是消除勞動力區(qū)域間流動的后顧之憂和保障其權(quán)利的基礎(chǔ)。從有利于勞動力流動的角度,當(dāng)前社會保障制度改革可以從以下幾個方面入手:一是擴大社保覆蓋面,將流動人口也納入到社保體系中來,使他們也享有平等的社會保障的權(quán)利,為勞動力流動消除后顧之憂;二是應(yīng)建立全國統(tǒng)一的社會保障機構(gòu),統(tǒng)籌管理全社會所有成員的社保事務(wù),以期最終建立覆蓋全國的社會化社保體系,使勞動力不管流動到什么地方都能即使方便地參加社會保障;三是現(xiàn)行戶籍和管理體制尚無突破性進展的情況下,可在流動人口中首先推行醫(yī)療、工傷保險,以解他們的燃眉之急再逐步拓展到其他領(lǐng)域;四是逐步實現(xiàn)常住戶籍人口與外來流動人口公平地享有社會保障權(quán)利,制定相同的標準,可在試行社會統(tǒng)籌與個人帳戶相結(jié)合的辦法的同時,以身份證為基礎(chǔ),以身份證號碼作為個人社保統(tǒng)一帳號,納入社會我國勞動力流動狀況分析化統(tǒng)一管理的軌道。(三)、逐步改革勞動就業(yè)制度當(dāng)前,對于流動的勞動力來說,勞動就業(yè)制度改革一是要建立相對穩(wěn)定的勞動合同關(guān)系,通過簽訂勞動合同來保障《勞動法》賦予勞動者的合法權(quán)益,徹底改變過去對外來勞動力招之即來、揮之即去的狀況,二是逐步實施最低工資標準并納入全社會工資體系之中,對于缺少社會保障體系支持的外來流動人口,實施最低工資標準是保護他們基本權(quán)益的最起碼的手段。對同一企業(yè)的員工,不管其戶籍狀況如何,應(yīng)實行同一工資標準,同工同酬,并獲得同樣的勞保、福利等待遇。(四)、完善有關(guān)的法律法規(guī)制度市場經(jīng)濟說到底是法制經(jīng)濟?!秳趧臃ā奉C布實施后,為了保障勞動力流動的有序和平等,首先應(yīng)抓緊與《勞動法》相配套的立法工作,重點加快促進就業(yè)、社會保障、勞動保護、工資標準等一系列配套法律法規(guī)建設(shè),使之形成較為完善的體系,擺脫現(xiàn)行各自為政的政策體系對勞動力流動的影響,走上依法管理的軌道 。其次要加大執(zhí)法力度,依法保護流動勞動者的利益,最后要加強配套的規(guī)章制度建設(shè),制定全國統(tǒng)一規(guī)范的勞動力流動的制度,有利于勞動力在全國范圍內(nèi)自由流動。(五)、健全勞動力流動的調(diào)節(jié)機制在市場經(jīng)濟條件下,勞動力流動主要應(yīng)由工資或收入機制來調(diào)節(jié),合理的工資機制和收入分配關(guān)系將調(diào)節(jié)著勞動力在行業(yè)、企業(yè)、地區(qū)之間的流動。為此必須在健全企業(yè)自我約束的機制上,加強政府對工資分配的宏觀調(diào)控。將工資的分配權(quán)逐步從國家手中轉(zhuǎn)移到企業(yè)手中,以工資的差異作為調(diào)整勞動力流動的主要經(jīng)濟手段,使工資成為引導(dǎo)勞動力流動的市場信號而不是行政手段。改革的基本要求是:首先,資水平應(yīng)該具有較大的彈性;其次,工資總額由勞動力供求競爭和國家計劃雙向調(diào)控。這樣,在新型的工資制度下,工資差異就可調(diào)節(jié)勞動力在社會生產(chǎn)各部門和地區(qū)之間進行合理的流動。參考文獻[1] [M].人民教育出版社,1972.[2] [M].中國人口出版社,1999(1).??????????????[3] [M].山東人民出版社,2000(3).?????????? ????[4] [M]..[5] 宋醒比、[M].中國財政經(jīng)濟山版社,1999(2).??[6] [N].中國社會科學(xué)院研究生院學(xué)報,1997.(4).??????????????????????????[7] [D].經(jīng)濟學(xué)家,2000.(4).[8] [J].中國農(nóng)村經(jīng)濟,1997.(6).??????????????????????[9] 李建中、[N].中國人民大學(xué)學(xué)報,1998.(4).?????????????? ??????????????????????????????????????????????????[10] [J].經(jīng)濟研究,1997.(2).????[11] [N].山東大學(xué)學(xué)報,1998.(1).
