At the same time, the history is fairly short. It was only in the 1990s that OHSM systems developed into models which found more widespread use. Two developments were vital in this respect: –Regulatory developments as legislation started to require systematic management to control occupational hazards. The most prominent example is the EU framework directive from 1989 (Walters (Ed.), 20xx). Although it does not explicitly require panies to have a management system, its requirements can be regarded as prising a range of system elements implicitly suggesting an OHSM system. –The development of OHSM system standards and the associated process of certification (Zwetsloot, 20xx). This resulted in ISO 9000 inspired standards, especially the OHSAS 18001 (1999, updated in 20xx) standard. According to a survey carried out by the British Standards Institution, the number of OHSAScertified panies in 116 countries more than doubled from 26,222 at the end of 20xx to 56,251 by the end of 20xx (BSI, 20xx). It is found that the OHS status in the construction industry is not satisfactory based on data of recorded accidents from construction activities over the past three years. With regard to the operation of the OHSAS 18001 standard, it is suggested to integrate it with the ISO 9001 quality management system to streamline the process. Although prehensive occupational health services were provided, the rates at which they were operated within an OSHMS were quite different between programs for technical or resource reasons.
