To be held fully responsible for establishment and implementation of the HSE management system on behalf on the project manager , and bear direct leading responsibility for HSE management of the Project； ? 領(lǐng)導(dǎo)本項目部 HSE 管理部門的工作，及時解決 HSE 管理體系運行中的重大問題； ? Project management in pliance with standards of good house keeping and safe site. HSE 目標 HSE Objectives ? 三、 工作目標 Objectives ? 施工現(xiàn)場實現(xiàn)全員安全教育：特種作業(yè)人員持證上崗率達到 100%； 操作人員三級安全教育率 100%； ? All employees on site shall receive safety training： Workers of special trade shall 100% have the certificates. 100% of the operators shall receive level 3 safety orientation. ? 按期開展安全檢查活動，隱患整改做到 “四定 ”， 即： 定整改責任人、定整改措施、定整改完成時間、定整改驗收人； ? Perform Safety Inspection periodically. Assign responsible persons to take specific actions to finish the correction at required time and be accepted by assigned inspectors. ? 認真把好安全生產(chǎn)的 “七關(guān) ”，即：教育關(guān)、措施關(guān)、交底關(guān)、防護關(guān)、文明關(guān)、驗收關(guān)、檢查關(guān)； ? To participate in appraisal HSE management for the Project, and investigation and analysis of accident. 部門職責 Department Responsibility ? 質(zhì)量部 QC safety responsibility ? 遵守國家法令，執(zhí)行上級有關(guān)安全生產(chǎn)規(guī)章制度，熟悉安全生產(chǎn)技術(shù)措施。安全眼鏡、安全面具、安全帽、安全鞋及各其他的勞動保護用品，如手套、安全帶等。 ? Cables across roads shall be raised up with insulated scaffoldings at least 6 meters off the road surface. 安全與健康計劃 Safety and Health Plan ? 圍護及隔離 Fence and Isolation ? 一旦發(fā)現(xiàn)風(fēng)險存在，計劃和操作此項工作的人員應(yīng)負責放置適當?shù)木鏄俗R來警告操作人員和在臨近地點工作的人員危險的存在； ? Whenever risk is identified, personnel who plan and perform work is responsible to display adequate warning signs to warn those who perform the work and personnel in the vicinity of the work about the presence of the hazards； ? 如果工作區(qū)域存在危險并且需要避免無關(guān)人員接近該區(qū)域，則應(yīng)設(shè)立安全圍繩； ? If the work area has inevitable hazards and there is need to keep none relevant personnel away from the work area, a barrier should be erected. ? 負責樹立安全圍繩的人員應(yīng)確保圍繩能夠完全覆蓋危險區(qū)域。易燃液體不能用于清潔工作。標簽上要列出容器的物質(zhì)名稱及適當?shù)奈ｋU警告，為了進一步保證員工能清楚他們工作區(qū)域內(nèi)所用的材料的化學(xué)危害性，要求在所有的二級容器上也貼上標簽。如果發(fā)現(xiàn)不能達到起碼的要求，他們可以終止有關(guān)的工作。 ? Workers who will go on scaffolding or platform which is formed by scaffolding, should follow tag procedure for scaffolding； ? 下圖標簽表示：所有上架子的工作人員必須見到這樣的綠色標簽才能上去，腳手架搭好后經(jīng)專業(yè)班長在標簽上簽字，安全部專員認可后掛上該標簽。 ? All hoses, electrical cords and welding leads must be neatly gathered and stored at the end of the shift. They must be inspected prior to storage to determine whether repairs need to be made. Hoses, electrical cords or welding leads shall not be storage area if they are in an unusable state； ? 在工作區(qū)域，嚴禁隨地亂拉亂拖軟管、電線和焊機氣管，防止拌腳傷人。 ? Emergency equipment vehicles, firefighting equipment, etc., must not be blocked by material or vehicles on the site； ? 1 通往急救設(shè)施的道路要保持暢通。如果有缺陷則不能使用。 ?
