Digital Library the main elements of knowledge management, including: creating knowledge management (is a development of new knowledge or replace the existing tacit knowledge and explicit knowledge of the process and acts)。隨著數(shù)字技術(shù)和網(wǎng)絡(luò)技術(shù)的飛躍,賦予數(shù)字圖書館特定的法律地位以及對信息資源數(shù)字化、網(wǎng)絡(luò)化、共享化的專有權(quán),已經(jīng)十分必要。可以解決部分信息采集和數(shù)據(jù)庫建設(shè)中的知識產(chǎn)權(quán)問題。數(shù)字資源的加工應(yīng)強調(diào)數(shù)字對象的語義結(jié)構(gòu)信息,注意挖掘數(shù)字對象之間顯性與隱性的關(guān)系,通過建立完全的知識概念體系將所有信息資源聯(lián)系起來。目前主要采取思想教育與知識學(xué)習(xí)相結(jié)合、引進人才與館內(nèi)培養(yǎng)相結(jié)合、博學(xué)與專才相結(jié)合、學(xué)術(shù)研究與實際應(yīng)用相結(jié)合等方式對數(shù)字圖書館的人力資源進行管理。 數(shù)字圖書館的人力資源管理 數(shù)字 圖書館信息資源的載體、存取方式及覆蓋范圍都發(fā)生了前所未有的變化,呈現(xiàn)出多媒體、多語種、全球性分布式結(jié)構(gòu)等特點,圖書館工作人員的素質(zhì)、專業(yè)技術(shù)水平的高低將直接影響信息資源開發(fā)的深度和質(zhì)量。這些團隊組織通過相互協(xié)作與交 流,提高了數(shù)字知識的時效性,完善了數(shù)字圖書館的知識服務(wù),改善了領(lǐng)導(dǎo)關(guān)系。為了有效地搞好數(shù)字圖書館的知識管理,首先應(yīng)確定知識開發(fā)策略。其次要確立“知識是數(shù)字圖書館管理最重要的資源”理念。附件 1:外文資料翻譯譯文 數(shù)字圖書館的宏觀管理 隨著多媒體技術(shù)和通信技術(shù)的進步, Inter 網(wǎng)絡(luò)的飛速發(fā)展,數(shù)字圖書館的研究與建設(shè)已取得很大的成就。因此,數(shù)字圖書館的宏觀管理越來越成為數(shù)字圖書館發(fā)展建設(shè)必需解決的重大問題。數(shù)字圖書館要在未來社會中得到可持續(xù)的發(fā)展,最重大的現(xiàn)實問題就是如何將人本管理思想貫徹實施,這也是一項戰(zhàn)略性的創(chuàng)新型管理制度。購買是獲取知識最直接、最有效的辦法,包括購買擁有知識的整個機構(gòu)或是雇傭擁有知識的個人。綜合目前有關(guān)的研究資料,筆者認為,數(shù)字圖書館合理的用戶管理模式應(yīng)是 IP 驗證加防火墻隔離方式與用戶認證加訪問授權(quán)方式的緊密結(jié)合。因此,數(shù)字圖書館的人力資源建設(shè)是信息資源建設(shè)的前提,同時也是圖書 館開展信息服務(wù)、保持信息服務(wù)主導(dǎo)地位的必然要求。通過對網(wǎng)上信息的整合、處理,使信息 上升為知識,從而使用戶可以直接獲取符合其需求的直接有用的知識。( 3)加強網(wǎng)絡(luò)知識服務(wù)。通過這一中介,數(shù)字圖書館建設(shè)者可以獲得有關(guān)信息資源建設(shè)、傳播和利用的授權(quán),從而解決數(shù)字圖書館建設(shè)中的知識產(chǎn)權(quán) 問題。標(biāo)準(zhǔn)化與規(guī)范化是數(shù)字圖書館建設(shè)的一個十分突出的問題,并成為實現(xiàn)數(shù)字圖書館資源共享的前提和根本保障,將直接影響數(shù)據(jù)庫的質(zhì)量和服務(wù)效果。 knowledge manage
