【正文】 n Law 引渡法Organic Law of the National People39。改革開(kāi)放以后，按照建立社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的總體目標(biāo)，按照轉(zhuǎn)換企業(yè)經(jīng)營(yíng)機(jī)制、轉(zhuǎn)變政府部門(mén)管理職能的要求，對(duì)國(guó)家統(tǒng)一制定的財(cái)務(wù)制度進(jìn)行了根本性改革，1992年國(guó)務(wù)院授權(quán)財(cái)政部發(fā)布的《企業(yè)財(cái)務(wù)通則》是我國(guó)企業(yè)財(cái)務(wù)管理的綱領(lǐng)性規(guī)章。內(nèi)部會(huì)計(jì)控制是指單位為了提高會(huì)計(jì)信息質(zhì)量，保護(hù)資產(chǎn)的安全、完整，確保有關(guān)法律法規(guī)和規(guī)章制度的貫徹執(zhí)行等而制定和實(shí)施的一系列控制方法、措施和程序。其內(nèi)容主要包括會(huì)計(jì)機(jī)構(gòu)的設(shè)置和會(huì)計(jì)人員的配備、會(huì)計(jì)人員的職業(yè)道德、會(huì)計(jì)工作交接、會(huì)計(jì)核算的一般要求、會(huì)計(jì)憑證規(guī)則、會(huì)計(jì)賬簿規(guī)則、財(cái)務(wù)報(bào)告規(guī)則、會(huì)計(jì)監(jiān)督的內(nèi)容和要求、建立和健全單位內(nèi)部會(huì)計(jì)管理制度的內(nèi)容和要求等。它適用于國(guó)務(wù)院財(cái)政部門(mén)及其派出機(jī)構(gòu)和縣級(jí)以上地方各級(jí)人民政府 財(cái)政部門(mén)對(duì)國(guó)家機(jī)關(guān)、社會(huì)團(tuán)體、公司、企業(yè)、事業(yè)單位和其他組織執(zhí)行《會(huì)計(jì)法》和國(guó)家統(tǒng)一的會(huì)計(jì)制度的行為實(shí)施監(jiān)督檢查以及對(duì)違法會(huì)計(jì)行為實(shí)施行政處罰。4．《民間非營(yíng)利組織會(huì)計(jì)制度》。該制度于2002年1月1日起在上市的金融企業(yè)范圍內(nèi)實(shí)施；同時(shí)，也鼓勵(lì)其他股份制金融企業(yè)實(shí)施《金融企業(yè)會(huì)計(jì)制度》。財(cái)政部于2000年12月29日發(fā)布了統(tǒng)一的、適用于不同行業(yè)和不同經(jīng)濟(jì)成分的《企業(yè)會(huì)計(jì)制度》。它是我國(guó)最終統(tǒng)一執(zhí)行的企業(yè)會(huì)計(jì)制度。（14）股份有限公司會(huì)計(jì)制度適用于按企業(yè)設(shè)立方法設(shè)立的各種股份有限公司。（10）農(nóng)業(yè)企業(yè)會(huì)計(jì)制度 適用于在中國(guó)境內(nèi)從事農(nóng)業(yè)企業(yè)以及所屬的單獨(dú)核算的工業(yè)、商品流通業(yè)、運(yùn)輸業(yè)、建筑業(yè)、服務(wù)業(yè)。（6）交通運(yùn)輸企業(yè)會(huì)計(jì)制度 凡從事遠(yuǎn)洋、沿海、內(nèi)河、公路、海河運(yùn)輸、倉(cāng)儲(chǔ)、外輪代理、城市電汽車(chē)、出租汽車(chē)、輪渡、地鐵等業(yè)務(wù)的企業(yè)。（2）商品流通企業(yè)會(huì)計(jì)制度 適用于在中國(guó)境內(nèi)從事商品流通企業(yè)或以商品流通為主營(yíng)業(yè)務(wù)的企業(yè)，主要有商業(yè)糧食、對(duì)外貿(mào)易、物資供銷(xiāo)、供銷(xiāo)合作化，圖書(shū)發(fā)行企業(yè)等。第一篇：我國(guó)現(xiàn)行會(huì)計(jì)制度名稱(chēng)匯總企業(yè)會(huì)計(jì)制度：我國(guó)現(xiàn)在并行三套企業(yè)會(huì)計(jì)制度，具體如下：一、1993年發(fā)布的分行業(yè)14個(gè)企業(yè)會(huì)計(jì)制度。（1）工業(yè)企業(yè)會(huì)計(jì)制度 凡在中國(guó)境內(nèi)從事各種工業(yè)生產(chǎn)經(jīng)營(yíng)活動(dòng)的企業(yè)，無(wú)論其所有制是何種形式都采用工業(yè)企業(yè)會(huì)計(jì)制度。（5）施工企業(yè)會(huì)計(jì)制度 適用于設(shè)立在我國(guó)境內(nèi)的從事建筑安裝、生產(chǎn)經(jīng)營(yíng)的施工企業(yè)。（9）金融企業(yè)會(huì)計(jì)制度 適用于設(shè)立在我國(guó)境內(nèi)的銀行、信用社、信托投資公司、證券公司、租賃公司、財(cái)務(wù)公司等金融性質(zhì)的企業(yè)。（13）保險(xiǎn)企業(yè)會(huì)計(jì)制度 適用于在中國(guó)境內(nèi)從事獨(dú)立核算的保險(xiǎn)企業(yè)及其所屬分支機(jī)構(gòu)?！镀髽I(yè)會(huì)計(jì)制度》、《小企業(yè)會(huì)計(jì)制度》《金融企業(yè)會(huì)計(jì)制度》、《金融資產(chǎn)管理公司會(huì)計(jì)制度》、《個(gè)體工商戶會(huì)計(jì)制度》、《民間非營(yíng)利組織會(huì)計(jì)制度》、《旅游飲食服務(wù)企業(yè)會(huì)計(jì)制度》、《勘察設(shè)計(jì)企業(yè)會(huì)計(jì)制度》、《房地產(chǎn)開(kāi)發(fā)企業(yè)會(huì)計(jì)制度》還有《事業(yè)單位會(huì)計(jì)制度》三、2006年頒布的39項(xiàng)企業(yè)會(huì)計(jì)準(zhǔn)則及會(huì)計(jì)科目，于2007年1月1日起在上市公司執(zhí)行，同時(shí)鼓勵(lì)其他企業(yè)執(zhí)行。1．《企業(yè)會(huì)計(jì)制度》。于2001年1月27日發(fā)布的，它適用于中華人民共和國(guó)境內(nèi)依法成立的各類(lèi)金融企業(yè)，包括銀行(含信用社)、保險(xiǎn)公司、證券公司、信托投資公司、期貨公司、基金管理公司、租賃公司、財(cái)務(wù)公司等。不對(duì)外籌集資金、經(jīng)營(yíng)規(guī)模較小的企業(yè)是指不公開(kāi)發(fā)行股票或債券，符合原國(guó)家經(jīng)濟(jì)貿(mào)易委員會(huì)、原國(guó)家發(fā)展計(jì)劃委員會(huì)、財(cái)政部、國(guó)家統(tǒng)計(jì)局2003年制定的《中小企業(yè)標(biāo)準(zhǔn)暫行規(guī)定》中界定的小企業(yè)，不包括以個(gè)人獨(dú)資及合伙形式設(shè)立的小企業(yè)。于2001年2月20日發(fā)布并開(kāi)始施行，是財(cái)政部為了規(guī)范財(cái)政部門(mén)會(huì)計(jì)監(jiān)督工作，保障財(cái)政部門(mén)有效實(shí)施會(huì)計(jì)監(jiān)督，保護(hù)公民、法人和其他組織的合法權(quán)益，根據(jù)《會(huì)計(jì)法》、《行政處罰法》、《企業(yè)財(cái)務(wù)會(huì)計(jì)報(bào)告條例》等有關(guān)法 律、行政法規(guī)的規(guī)定的。它適用于國(guó)家機(jī)關(guān)、社會(huì)團(tuán)體、企業(yè)、事業(yè)單位、個(gè)體工商戶和其他組織的會(huì)計(jì)基礎(chǔ)工作。其制定目的主要是為了規(guī)范會(huì)計(jì)行為，差錯(cuò)防弊，從而保證其他會(huì)計(jì)法規(guī)的執(zhí)行。企業(yè)財(cái)務(wù)制度：國(guó)家統(tǒng)一制定的財(cái)務(wù)制度對(duì)企業(yè)資金來(lái)源、資金使用、費(fèi)用開(kāi)支、利潤(rùn)分配等有嚴(yán)格規(guī)定，其中包括《固定資產(chǎn)折舊條例》、《成本管理?xiàng)l例》以及有關(guān)成本開(kāi)支范圍、費(fèi)用開(kāi)支標(biāo)準(zhǔn)的規(guī)定。另外，針對(duì)股份制試點(diǎn)企業(yè)財(cái)務(wù)的特殊性，還制定了《股份制試點(diǎn)企業(yè)財(cái)務(wù)制度》。s
