目前四川農(nóng)業(yè)勞動(dòng)力轉(zhuǎn)移的現(xiàn)狀、問題和應(yīng)對(duì)策略-全文預(yù)覽
【正文】 導(dǎo)致返鄉(xiāng)農(nóng)民工數(shù)量逐步增多，出現(xiàn)農(nóng)村勞動(dòng)力回流現(xiàn)象。雖然四川的勞動(dòng)力轉(zhuǎn)移工作已經(jīng)取得了初步成績，但是，在勞動(dòng)力轉(zhuǎn)移培訓(xùn)，勞動(dòng)力轉(zhuǎn)移方式，勞動(dòng)力轉(zhuǎn)移的有效性和有序性等方面，還有很多問題要解決。時(shí)代背景下，農(nóng)民工已經(jīng)成為推進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展的主要力量。人力資源質(zhì)量不高，農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)不合理，經(jīng)濟(jì)欠發(fā)達(dá)等都是影響四川農(nóng)業(yè)勞動(dòng)力轉(zhuǎn)移的因素。四川地區(qū)的農(nóng)村勞動(dòng)力總供給過于龐大,且分布不均衡。（四）影響四川勞動(dòng)力轉(zhuǎn)移的因素近年來勞動(dòng)者受教育的規(guī)模、水平和程度有了很大提高，但四川地區(qū)農(nóng)村人力資源的素質(zhì)仍處于比較低的狀態(tài)。人們?yōu)樽非蟛豢山粨Q商品的滿足程度，追求高生活質(zhì)量和舒適程度，才使得人口發(fā)生轉(zhuǎn)移。長期以來，由于工農(nóng)產(chǎn)品之間“剪刀差”的存在，再加上農(nóng)產(chǎn)品的附加值比較低，工農(nóng)業(yè)之間存在著很大的利益級(jí)差。用于教育、衛(wèi)生、旅游、文化娛樂等服務(wù)方面的支出也會(huì)增多。具體表現(xiàn)在：農(nóng)業(yè)部門創(chuàng)造的國民收入在整個(gè)國民收入中所占的比重以及農(nóng)業(yè)勞動(dòng)力在全部勞動(dòng)力中的所占的比重都在不斷下降；工業(yè)部門創(chuàng)造的國民收入的相對(duì)比重則大體是上升的，工業(yè)部門勞動(dòng)力的相對(duì)比重也大體不變或略有上升；服務(wù)部門的勞動(dòng)力相對(duì)比重也呈上升趨勢(shì)，幾乎在所有國家都是如此。農(nóng)村勞動(dòng)力轉(zhuǎn)移也就成為促進(jìn)城鎮(zhèn)化的有效手段之一。所謂農(nóng)村勞動(dòng)力轉(zhuǎn)移，就是把勞動(dòng)力與農(nóng)業(yè)活動(dòng)分離，轉(zhuǎn)移進(jìn)入二三產(chǎn)業(yè)。農(nóng)業(yè)勞動(dòng)力轉(zhuǎn)移是一個(gè)復(fù)雜的、持續(xù)的過程，其內(nèi)涵主要包括：職業(yè)身份轉(zhuǎn)變、社會(huì)身份轉(zhuǎn)變、財(cái)產(chǎn)轉(zhuǎn)移、素質(zhì)提高等過程。s implementation of the prehensive construction welloff society, constructing harmonious society, building a new socialist countryside reform and development strategy must be carefully solved problems.
