【正文】 items of basic construction cost management aspect also has very many problems， the investment out of control phenomenon exists throughout ． Market economy changeable, causes the determination and the control of the project investment bees more plex， this needs to require the construction unit of the management of project cost to the management of project cost to the project runs through the entire process ． Project implementation stage is to realize the value of major construction phase， is also the largest capital investment phase ． Implementation phase of the project cost management is the implementation of construction projects focus on the management of the entire process． The author of this paper studied the project implementation phase of the project cost in allusion to the actual situation of implementation stage Phoenix hotel reconstruction project． United the related theory with management practice， this paper adopted the methods of system analysis and the bination of qualitative and quantitative analysis to study cost control of project implementation stage bined with project management， engineering， related laws and regulation． This paper first analyzes the domestic and foreign research on project cost control management， then analyzed the Phoenix hotel reconstruction project in the project cost control and the problems now on the basis of the related theory of project cost and project management． And put forward the countermeasures aimed at these matters.
