院關(guān)于解決農(nóng)民工問(wèn)題的若干意見(jiàn),要求保障農(nóng)民工子女平等接受義務(wù)教育;到2006 年,新修訂的《義務(wù)教育法》里又從法律的高度對(duì)這種流動(dòng)人口子女的教育給予界定,對(duì)“兩為主”政策從法律的角度界定。從根本上建立經(jīng)費(fèi)籌措保障機(jī)制,將農(nóng)民工子女教育經(jīng)費(fèi)列入流入地政府預(yù)算內(nèi)教育經(jīng)費(fèi),并按實(shí)際在校人數(shù)向接收農(nóng)民工的公辦學(xué)校核撥公用教育經(jīng)費(fèi),從而維護(hù)學(xué)校的正常運(yùn)轉(zhuǎn)。此外,公辦學(xué)校還應(yīng)進(jìn)一步簡(jiǎn)化就學(xué)程序,合情、合理、合法的規(guī)定入學(xué)條件,盡可能地降低農(nóng)民工子女的入學(xué)門(mén)檻。同時(shí)公辦學(xué)校應(yīng)通過(guò)交流、提供培訓(xùn)等方式加強(qiáng)對(duì)民辦農(nóng)民工子弟學(xué)校的幫扶,此外,教育行政部門(mén)要進(jìn)一步加強(qiáng)對(duì)非法民辦農(nóng)民工子弟學(xué)校的審批和整改工作,引導(dǎo)和規(guī)范其發(fā)展,使其走上正軌。”,提高農(nóng)民工自身的素質(zhì)農(nóng)民工家庭的經(jīng)濟(jì)收入水平之所以會(huì)很低,主要是因?yàn)樗麄內(nèi)狈σ患贾L(zhǎng)。同時(shí),也要加大教育宣傳力度,不斷強(qiáng)化農(nóng)民工送子女上學(xué)的意識(shí),讓他們相信只有知識(shí)才能改變命運(yùn)、使他們的子女享受到應(yīng)有的權(quán)利。此外,學(xué)校還應(yīng)該關(guān)注農(nóng)民工子女的心理健康教育,加強(qiáng)對(duì)其進(jìn)行心理指導(dǎo),及時(shí)發(fā)現(xiàn)和化解出現(xiàn)的心理問(wèn)題,以此保障農(nóng)民工子女真正的實(shí)現(xiàn)農(nóng)民工子女在城市中“進(jìn)得來(lái)、留得住、學(xué)得好”??梢哉f(shuō)這牽動(dòng)著社會(huì)的方方面面,因此,各級(jí)政府明確自身責(zé)任,合理配置現(xiàn)有的公共教育資源,加大投入提供更為優(yōu)質(zhì)的教育服務(wù)資源;打破傳統(tǒng)的戶(hù)籍制度,努力為農(nóng)民工子女教育營(yíng)造一個(gè)有政策保障的大環(huán)境,通過(guò)制度革新,確保農(nóng)民工子女受義務(wù)教育的權(quán)力,才能真正做到農(nóng)民工子女在城市接受教育的過(guò)程中“一個(gè)都不能少”。此外,我要衷心表示感謝的是陳謹(jǐn)祥老師、馮琳老師、吳雪平老師、鄭雙勝老師、陳建國(guó)老師、彭薇老師、徐秋花老師、張朝蓉老師、胡曄老師等,他們都曾給我傳道授業(yè)和熱情的鼓勵(lì)。s Prince Christian Sound, named after a longago Danish royal who became King Christian VIII.
