vid Cleland 指出:“在當(dāng)今紛繁復(fù)雜的世界中,項(xiàng) 目管理是成功的關(guān)鍵” ;“戰(zhàn)略管理和項(xiàng)目管理在應(yīng)對(duì)全球化的市場(chǎng)變動(dòng)中將起到關(guān)鍵性的作用” [4]。那么如何以靈活的、快捷的方式來(lái)應(yīng)對(duì)種種機(jī)遇與挑戰(zhàn),則是每一個(gè)企業(yè)經(jīng)營(yíng)者必須正視的一道難題。 項(xiàng)目管理的現(xiàn)狀及發(fā)展趨勢(shì) 項(xiàng)目管理作為一門(mén)學(xué)科最早出現(xiàn)于美國(guó),它所研究的對(duì)象,主要是在資源一定的前提下,如何通過(guò)科學(xué)的運(yùn)籌和管理以求達(dá)到即定的項(xiàng)目目標(biāo)。因此,需要一個(gè)更為精簡(jiǎn)、可操作性強(qiáng)的模型,來(lái)建立一個(gè)有效的企業(yè)項(xiàng)目管理體系。如何通過(guò)項(xiàng)目的成功保證組織戰(zhàn)略目標(biāo)的實(shí)現(xiàn),如何提高組織項(xiàng)目管理能力成為項(xiàng)目管理界研究的前沿課題。 文章最后對(duì)研究取得的經(jīng)驗(yàn)和成果進(jìn)行了總結(jié), 對(duì)企業(yè)項(xiàng)目管理的發(fā)展前景進(jìn)行了展望。 項(xiàng)目管理信息系統(tǒng)的應(yīng)用將大大提高管理部門(mén)對(duì)企業(yè)項(xiàng)目管理的效率和水平,降低管理成本,取得較好的經(jīng)濟(jì)效益和社會(huì)效益。 本文研究了項(xiàng)目管理的體系結(jié)構(gòu)與模型,提出了企業(yè)項(xiàng)目管 理 “ 7 3” 體系模型,指出建立企業(yè)項(xiàng)目管理體系必須全面考慮 7 個(gè)方面的要素:管理組織、管理目標(biāo)、標(biāo)準(zhǔn)過(guò)程、項(xiàng)目管理實(shí)施、度量、知識(shí)管理、信息系統(tǒng);每個(gè)要素又分為 3 個(gè)層次:決策層、控制層、執(zhí)行層。 分別對(duì) 7 個(gè)要素進(jìn)行了詳細(xì)的闡述,說(shuō)明了管理組織的設(shè)置對(duì)企業(yè)項(xiàng)目管理的重要性,分析了戰(zhàn)略目標(biāo)與項(xiàng)目目標(biāo)的關(guān)系,指出標(biāo)準(zhǔn)化是企業(yè)項(xiàng)目管理的關(guān)鍵,簡(jiǎn)述了 項(xiàng)目管理的實(shí)施要求,研究了度量與項(xiàng)目管理、知識(shí)管理與項(xiàng)目管理、信息系統(tǒng)與項(xiàng)目管理的關(guān)系。 為了更好的實(shí)現(xiàn)“ 7 3”體系模型 的要求,需要企業(yè)項(xiàng)目管理信息系統(tǒng)進(jìn)行支持。 關(guān)鍵詞 :項(xiàng)目管理 企業(yè)項(xiàng)目管理 管理模型 項(xiàng)目管理信息系統(tǒng) Abstract As Enterprise Project Management (EPM) can improve the project integration management capability of enterprise, control cost, improve efficiency, better respond to the business environment changed rapidly, enhance marketing capability, achieve strategic target, it bees a way of life for more enterprises. The Architectures and Models of EPM are studied and a “73” model for enterprise project management is proposed. Seven elements . anization, target, process, project management implement, measure, knowledge management and information system and three layers . decisionmaking, controlling and executing should be considered to set up an architecture of enterprise project management. The seven elements are analyzed in details to emphasize the importance of anization in enterprise project management. The relationship between strategic target and project objective is explained to highlight the standardized process in enterprise project management. The implementation requirements of project management are given and the relationship among measure, knowledge management, information system and EPM are described. This model can be used to help enterprises to establish an effective EPM architecture. With the support of information system for EPM, the efficiency of EPM would be improved and cost would be reduced. In order to meet the requirements of “7 3” model, it is needed to set up an EPM information system. Based on the analysis of demands, a framework of EMP information system, which support “7 3” model and could be used as criteria of selecting EMP information system or as demands to developing enterprise’s own EPM information system, is yielded. The “7 3” model is successfully implemented in Zhongdi Co. The planning of implementing the proposed model is conducted and the implementation process is described. The information system used in Zhongdi Co. to support the EMP is introduced in details. The validity of “7 3” model is verified. In the end, the experiences and conclusions of research are summarized and the future trends of research are outlined.
