They are important foundation of China’ s stable and rapid economic growth. However, the financing problem of small and micro enterprises has been difficult to solve by a long time. Driven by petitive pressures outside and profit force inside, mercial banks have begun to expand microfinance business and regard it as a chance of business transformation. However, the trial is not smooth going because credit risk of small and micro enterprises. In this background, it is an inevitable choice for mercial banks to manage credit risk of small and micro enterprises scientifically and effectively. This paper takes risk management theories and New Basel Agreement as framework, and bines them with traditional management experiences of Chinese mercial banks. Based on them, this paper sets dynamic mode of credit risk management of small and micro enterprises lending that “ investigation before releasing loan” , ” review in the process of releasing a loan” , and “ examination after releasing a loan” are the main contents. In practice, mercial banks almost manage credit risk as this mode, and have made certain achievement. However, as Chinese microfinance is at the beginning stage, there are still many problems in credit risk management, such as unreasonable risk management framework, poor credit rating system, and so on. Through objective analysis, this paper thinks these problems are caused by macro environments, small and micro enterprises, and mercial banks. Then, this paper takes Minsheng Bank as a case to better study the credit risk management of microfinance and summarize related experience III of mercial banks. Firstly, it analyzes the operation, especially credit risk management of Minsheng Banking Co.’ s microfinance business. It sums up Mingshen’ s experience, and proposes solutions for its risk management issues. Secondly, it researches on a credit business to an enterprises cluster of Menshen’ s one subbranch in Guangdong, focusing on the case’ s credit scheme and credit risk management. Finally, based on these theoretical analysis and case study, this paper proposes five remendations of credit risk management about small and micro enterprises for mercial banks: establishing microfinance operation center, constructing specific internal credit rating system, strengthening cooperation with external agencies, enriching products and services about microfinance, and establishing scientific risk pricing mechanism.
