The rapid growth of that not only can promote the economic development, at the same time, as an important means of contacting other mode of production， but also can promote the development of all walks of life. With the development of society, people39。s demand on expressway has also increased. However, the inplete of highway led to the imbalance of supply and demand in financial support, which impose restrictions on the development of highway. Therefore, indepth research on and to create a good incentive environment for the highway financing system have great theoretical and practical significances. This paper studies the highway financing system. It is divided into four parts. The first part is the theoretical basis of the highway financing system. The second part starts from the reality, discusses the current situation of China39。s t construction of Expressway, and pointed out some problems. The third part focuses on the parison with the western developed countries, American especially, and put forward some suggestions on the basis of the parison, The fourth part is the remendations on. Specifically, it includes establish a system of highway funds to increase financial investment 。 adhere to the road tolling system and improve it。 optimize the financing structure, reduce financing risk。 plete the toll road concession, and popularizing PPPs mode gradually。 establishing perfect legal systems and so on.
