【正文】 公共政策的“二次決策” —— 以網(wǎng)吧連鎖政策為中心 專業(yè)名稱：公共管理 申請人姓名： 導(dǎo)師名稱： 摘 要 中國存在多重領(lǐng)導(dǎo)的行政管理體制，政府職能部門受 地方政府與上級政府同類部門和黨內(nèi)職能部門多重管理，因此在政策過程中存在 縱向過程、橫向過程并存的路徑模式， 在中國這種黨政一體、職責(zé)同構(gòu)的特殊行政管理體制下，實際政策過程中往往產(chǎn)生縱向過程障礙、橫向過程障礙以及縱向過程和橫向過程的沖突。在政策過程障礙的情況下，地方政府 存在二次決策。本文通過梳理了 20xx年 20xx 年網(wǎng)吧政策 演變歷史和廣東省地方網(wǎng)吧政策，例證公共政策過程中存在的二次決策現(xiàn)象。接下來，通過制度、文化、心理、博弈等四個維度對二次決策的機(jī)制進(jìn)行了分析，在此基礎(chǔ)上分析了二次決策優(yōu)勢和局限性，并給出了改進(jìn)中國公共政策決策的思考和建議。 關(guān)鍵詞： 公共政策 決策 二次決策 II II The second decisionmaking in management policies —— center on the cyber bars chain policies Major: Public Administration Name: Supervisor: ABSTRACT China exist multiple leadership administration system,departments of government are under multiple management of the local government、 higher levels of government departments and the similar departments of the Party,therefore there are two coexist path models in the policy process:longitudinal path and transverse special administrative management system， the two paths models tends to have process barriers， and may conflict with each other。 Base on this Condition，the local government tend to have the second decisionmaking. In this article， I study the evolution of cyber bars policies Guangdong Province local policies from 20xx to 20xx,from the example ,certify the existence of the second decisionmaking in the policy ， analysis the mechanism of the second decisionmaking from Four dimensions ： system,culture,psychology,game 。 On this base ,analysis the strengths and limitations of the second decisionmaking,then gives out suggestions to improve Chinese public policy decision.
