【正文】 碳關(guān)稅對中國高碳商品出口的影響及對策THE INFLUENCE AND COUNTERMEASURES OF CARBON TARIFFS ON EXPORTS OF CHINESE HIGHCARBON PRODUCTS摘要中國改革開放30多年以來，取得了舉世囑目的成績，中國經(jīng)濟(jì)得到跨躍式發(fā)展，人民生活水平得到極大的提高，然而，我們在看到成就的同時，也不能忽略我們自身存在的問題，我國經(jīng)濟(jì)的快速增長主要得益于我國的外貿(mào)和投資，其中，我國的出口對經(jīng)濟(jì)的貢獻(xiàn)頗為突出，從我國的出口額度看，我國現(xiàn)在已是世界最大的出口國，但令人擔(dān)憂的是，我國的出口結(jié)構(gòu)極不合理，其中高碳產(chǎn)品占了很大比例，這類產(chǎn)品之所以在國際上有競爭優(yōu)勢，主要是因?yàn)槲覈畠r的勞動力和資源，以及較低的環(huán)境成本，隨著其他發(fā)展中國家的崛起，我國在這些產(chǎn)品上的優(yōu)勢越來越不明顯。如今，碳關(guān)稅已經(jīng)成為一個熱點(diǎn)問題，也成為部分發(fā)達(dá)國家最愿意提的話題，更成為一種趨勢和潮流，顯然，由于我國高碳產(chǎn)品在我國出口份額中占了相當(dāng)大的比例，碳關(guān)稅的征收會對我國高碳產(chǎn)品的出口產(chǎn)生巨大的影響，本文將會分為四個部分具體闡述碳關(guān)稅對我國高碳產(chǎn)品的出口的影響，其中，第一部分主要闡述了碳關(guān)稅的定義、由來以及現(xiàn)狀，論證了碳關(guān)稅的征收已經(jīng)成為一種必然的趨勢，要及時應(yīng)對；第二部分闡述了我國高碳產(chǎn)業(yè)出口的現(xiàn)狀，轉(zhuǎn)型和發(fā)展低碳技術(shù)成了它們在碳關(guān)稅背景下的出路；第三部分，利用數(shù)據(jù)詳細(xì)的分析了碳關(guān)稅的征收對我國高碳產(chǎn)品出口可能造成的影響；第四部分，根據(jù)前面的分析從四個方面提出了應(yīng)對的策略。關(guān)鍵詞：碳關(guān)稅；高碳產(chǎn)品；影響；對策ABSTRACTsince China39。s reform and opening up for 30 years,China has achieved economic leap development and people39。s living standards are greatly , when we see the achievements, we also can not ignore the problems that China39。s rapid economic growth was mainly due to China39。s foreign trade and China39。s export contribute to the economy China is the world39。s largest exporter ,but China39。s export structure is very unreasonable, that highcarbon products accounted for a large reasons why these products have a petitive advantage in the international munity are mainly China39。s cheap labor and resources, and lower environmental the rise of other developing countries, China39。s advantages are disincreasing in these products.Today, carbon tariffs has bee a hot topic that some developed countries are willing to mention and has bee a trend and fashion. Apparently,because our highcarbon products accounted for a large proportion in China39。s share of exports ,so carbon tariffs would have an enormous paper will be divided into four sections to elaborate the impact of carbon tariffs on exports of highcarbon products in China. In the first part,I described the definition of carbon tariffs, the origin .
