要近年來,商業(yè)銀行的個人住房貸款業(yè)務(wù)突飛猛進(jìn),但光鮮成績的背后風(fēng)險開始滋生。有效地認(rèn)識商業(yè)銀行按揭貸款的各種風(fēng)險及風(fēng)險成因,有利于更好的控制按揭貸款的風(fēng)險,并且使這項業(yè)務(wù)有利于百姓買房和市場供房的需求關(guān)系,使個人按揭貸款有利于民眾的買房需求,也有利于房市和國家經(jīng)濟(jì)的良好發(fā)展。有效地識別與控制個人住房貸款面臨的潛在風(fēng)險,對于商業(yè)銀行的健康發(fā)展和保持金融系統(tǒng)的穩(wěn)定具有重大意義。對于個人安居樂業(yè)也具有很大的意義。本文介紹了個人按揭貸款的概念,按揭貸款的形式、流程、相關(guān)規(guī)定以及商業(yè)銀行按揭貸款的風(fēng)險種類、控制方法。根據(jù)近年來政策,學(xué)術(shù)研究者的經(jīng)驗理論以及銀行的數(shù)據(jù)統(tǒng)計和測試模型等,深入淺出地描述了個人按揭貸款的風(fēng)險種類和控制方法。本文還詳細(xì)闡述了美國次貸危機的發(fā)生背景,發(fā)生原理和對我國商業(yè)銀行的啟示。提出相關(guān)政策并寫出自己對此課題的觀點和建議。有效控制信用風(fēng)險須嚴(yán)格防范信用風(fēng)險和虛假按揭、建設(shè)良好的信用環(huán)境、選擇良好的開發(fā)商和開發(fā)項目。有效控制市場風(fēng)險其中很重要的一個方面就是避免利率風(fēng)險,要建立我國商業(yè)銀行的利率風(fēng)險管理機制,銀行需做負(fù)債和資產(chǎn)兩方面的工作。另外需要強化個人住房貸款的保險機制、加強商業(yè)銀行自身管理,包括建立嚴(yán)密的貸款操作流程;把好個人住房按揭貸款的審批關(guān);放貸前要對抵押物情況進(jìn)行查詢;前移個貸風(fēng)險監(jiān)管體系、加強風(fēng)險分析。商業(yè)銀行和養(yǎng)和也盡快完善個人住房按揭貸款的配套法律法規(guī),商業(yè)銀行在辦理個人住房按揭過程中應(yīng)盡量規(guī)避法律不健全帶來的風(fēng)險。 從未來的發(fā)展趨勢看,我國的個人住房按揭貸款會有很大的發(fā)展空間。信貸發(fā)展應(yīng)遵循一定經(jīng)濟(jì)規(guī)律科學(xué)運營,如果在個人住房按揭貸款風(fēng)險管理上過于簡單化,必然會給商業(yè)銀行帶來巨大的風(fēng)險,也會影響信貸業(yè)務(wù)健康發(fā)展。因此,應(yīng)當(dāng)充分借鑒美國次貸危機所揭示的房貸教訓(xùn)與啟示,從前面我國房貸風(fēng)險控制存在的問題出發(fā),根據(jù)國民經(jīng)濟(jì)發(fā)展的內(nèi)在需求的變化,跟隨宏觀經(jīng)濟(jì)政策節(jié)奏,科學(xué)地構(gòu)筑商業(yè)銀行個人住房按揭貸款風(fēng)險管理機制,穩(wěn)定健康地發(fā)展我國個人住房按揭貸款業(yè)務(wù)。
