JIANGXI AGRICULTURAL UNIVERSITY《具體課程名稱》課程論文 （論文題目） 學(xué) 院： 班 級(jí)： 姓 名： 學(xué) 號(hào)： 成 績(jī)：  摘要:項(xiàng)目后評(píng)價(jià)是對(duì)已經(jīng)完成的項(xiàng)目的投資目的、實(shí)施過程、效益、作用和影響進(jìn)行系統(tǒng)、客觀地分析；通過對(duì)投資項(xiàng)目決策與實(shí)施過程中各方面工作的總結(jié)和評(píng)價(jià)，評(píng)定項(xiàng)目預(yù)期目標(biāo)是否達(dá)到，規(guī)劃是否合理有效，主要效益指標(biāo)是否實(shí)現(xiàn)；通過項(xiàng)目成敗得失的原因分析，總結(jié)經(jīng)驗(yàn)教訓(xùn)，為提高未來項(xiàng)目的決策和管理水平提供參考，從而提高投資效益。林業(yè)生態(tài)工程的實(shí)施關(guān)系整個(gè)國民經(jīng)濟(jì)和社會(huì)的可持續(xù)發(fā)展，因此，開展林業(yè)生態(tài)工程投資項(xiàng)目后評(píng)價(jià)對(duì)提高投資決策水平具有重要的意義。 本文對(duì)國內(nèi)外項(xiàng)目后評(píng)價(jià)的產(chǎn)生、發(fā)展進(jìn)行了回顧和總結(jié)，系統(tǒng)地闡述了項(xiàng)目后評(píng)價(jià)的理論基礎(chǔ)、方法和指標(biāo)體系。論文在明確林業(yè)生態(tài)工程投資建設(shè)的目的和作用的基礎(chǔ)上，研究林業(yè)生態(tài)工程投資項(xiàng)目后評(píng)價(jià)的必要性；依據(jù)林業(yè)生態(tài)工程投資項(xiàng)目后評(píng)價(jià)的特點(diǎn)，探討林業(yè)生態(tài)工程投資項(xiàng)目后評(píng)價(jià)的內(nèi)容；以德惠市為例，對(duì)三北防護(hù)林工程后評(píng)價(jià)進(jìn)行實(shí)證分析；針對(duì)防護(hù)林工程建設(shè)存在的問題，提出持續(xù)開展防護(hù)林工程的對(duì)策建議。 在理論方法上，本文所涉及的深度尚有不足，很多方面還不全面。在評(píng)價(jià)指標(biāo)上，有必要進(jìn)一步深入研究，建立一套合理、全面、通用的指標(biāo)體系，并對(duì)其數(shù)據(jù)收集、指標(biāo)算法盡量進(jìn)行標(biāo)準(zhǔn)化，這樣林業(yè)工程后評(píng)價(jià)才能真正是想起反饋的作用。 關(guān)鍵詞：德惠市，林業(yè)生態(tài)工程，防護(hù)林，后評(píng)價(jià)，可持續(xù)發(fā)展 Abstract: The Project PostEvaluation is to analysis the invest purpose of project that is to has acplished after the project and as well as execution course, beneficial, result and infuence of project in system and objective manner。 Through summary and evaluation of various aspect of works in the investment project decisionmaking and the implementation process, to assess whether the project anticipated target achieved, whether the plans reasonableamp。effective, whether the main economic index realized。 Through the analysis of project success or failure, summarizes the experienceamp。lesson learnt, provide the reference for the future decisionmaking and the management level of the project, thus improve the profit of investment. The implementation of the forestry ecological project relation of the sustainable development of the whole national economic and society, so carrying out the postevaluation of forestry ecological project is of great significance to enhance the investment decisionmaking level. This paper is a reviewingamp。summarizing of the initial producing and developing of project postevaluation, elaborated the principleamp。theory, the methodology, and the target system.
