Not only more wealth is created, but also more resources and the waste is consumed. To solve this problem, the circular economy theory was introduced into Jiangsu province in 2002. In 2005, Jiangsu was listed as the circular economy key provinces by the state. This article starts from the connotation of circular economy. It analyses the problems of the process of developing circular economy and points out the importance of circular economy in Jiangsu province. It uses the sustainable development index system of the environment and resources, chooses several years’ data and analyzes the development level of circular economy by the principal ponent analysis with the help of SPSS.
