【正文】 I摘 要隨著科學(xué)技術(shù)的迅猛發(fā)展以及我國加入WTO，國際競爭將變得日益激烈，我國工程造價管理將向何方發(fā)展，采取哪些措施才能迎接經(jīng)濟(jì)全球化、知識經(jīng)濟(jì)時代到來和工程造價管理的國際化趨勢?這些都是造價管理人員必須回答的問題。隨著我國改革開放的進(jìn)一步加快，中國經(jīng)濟(jì)日益深刻地融入全球市場，在我國的跨國公司和跨國項目越來越來多，我國的許多項目要通過國際招標(biāo)、咨詢或BOT方式運(yùn)作。同時，我國企業(yè)走出國門在海外投資和經(jīng)營的項目也在增加。但是與之不相符的是我國的工程造價管理還是沿用計劃經(jīng)濟(jì)時的體制，雖然有部分地區(qū)已經(jīng)推行工程量清單計價，但是和國際慣例還有不小的差距。本文從建設(shè)單位的角度出發(fā)，并結(jié)合本人對本課題的研究，在詳細(xì)的闡述了工程量清單計價的基本涵義與特點(diǎn)的基礎(chǔ)上，系統(tǒng)論述了工程量清單計價模式下，在工程建設(shè)的設(shè)計、施工招標(biāo)、施工、竣工驗收等各個階段工程造價管理與控制應(yīng)注意的問題、應(yīng)采取的措施和手段，最后，通過工程實踐例證了本文所提出的造價管理措施，對于工程項目業(yè)主利用清單計價對工程造價進(jìn)行有效控制具有重要的指導(dǎo)意義。關(guān)鍵詞：工程量清單計價 工程造價管理與控制 工程建設(shè)全過程 IIABSTRACT With the rapid development of science and technology and China39。s accession to WTO, will bee increasingly fierce international petition, where China will be the development of project cost management, the measures taken to meet the economic globalization and knowledge economy era, and project cost management, international trend ?
