【正文】 學 號： 20200968 天 津 商 業(yè) 大 學 畢 業(yè) 設 計（論 文） 地方政府負債風險分析 The Analysis of Local Government Liability Risk 學 院 : 國際教育學院 教 學 系 ： 財務管理（中澳合資） 專業(yè)班級 : 1001 班 學生姓名 : 李鵬展 指導教師 : 傅建設 教授 2020 年 6 月 日 摘要 隨著中國經(jīng)濟過于快速的發(fā)展和城市化進程的不斷加快，在國民經(jīng)濟爆炸式增長的同時，這種急速增長方式也埋下了一些隱患。尤其近年來，伴隨著國際金融危機的影響和沖擊，這些隱患 從 2020 年 開始 漸漸凸顯出來，我國地方政府債務規(guī)模在兩者的刺激下迅速膨脹起來?，F(xiàn)如今，這種龐大的負債規(guī)模已經(jīng)嚴重制約了政府經(jīng)營工作的效率，阻礙了政府工作質(zhì)量的提高，這些現(xiàn)象已經(jīng)廣泛受到了社會各界人士的關注。國家對此也十分重視，自 2020 年以來，財政部，人民銀行多次發(fā)布了相關文 件來限制與規(guī)范地方政府融資平臺的融資問題。 截至2020 年 6 月底，地方政府負有償還責任的債務 億元，負有擔保責任的債務 億元，可能承擔一定救助責任的債務 億元。 ? 較 2020年的 政府負有償還責任的債務 億元 ， 有擔保責任的或有債務 億元 ， 可能承擔一定救助責任的其他相關債務 億元 ？ 相比，還是有 所成效的。負債風險產(chǎn)生的原因之一就在于政府不能完整地，清晰地對自身負債情況作出評估。只有了解了地方政府負債的完整情況，才能對這種風險提前 作出預測，并采取相關措施來預防和降低風險。 關鍵詞 ：；地方政府負債；風險； Abstract With the rapid development of Chinese economy and the accelerating process of urbanization , to break through the bottleneck of funds for urban infrastructure and legal obstacles prohibited by the state of local government debt financing , a number of local government financing platform panies when they start to appear .
