Using the work platform for learning, learning is no longer a passive acceptance of knowledge of the process, but the active process of knowledge discovery. Learners can self monitor their learning process, according to actual needs, choose the most suitable learning content and learning strategies. Network learning platform advantage is the party and government ans of Party members and cadres need, they are busy, time inconsistency, difficulty concentrating, not easy to focus on learning and management anization. Thus for the cadres of the party and government ans building the work study system, has the vital significance. In principle we choose to learn in order to practise, Party members and cadres online learning system analysis and design for the. The method based on object oriented, with the help of UML language, the main task is pleted using the Visio tool has three parts. The first part is the study and research of the system involved in the development of the theory of knowledge and technology. The second part is the analysis of system. Through the research, the system users into the party members and cadres, leadership, education and training of cadres and administrators 4 roles, to business division management, test management, know management, bulletin management, query, user management and log management for online learning. Using activity diagram describes the corresponding process business, use case diagram describes the functional requirements of the system, using the simple class diagram describes the data demand. Finally, the feasibility of the system and operating environment are introduced. The third part has pleted the system design. Because the B/S architecture has many advantages, so the system uses B/S system architecture. According to the business requirement analysis, system function module includes management module, examination management module, know management module, announcement management module, query module, user management module and log management module for online learning. The package diagram, class diagram, sequence diagram and activity diagram pletes the function design of each function module, the data processing, the design process of dyna mic message munication between objects and processing. Finally pleted the detailed design of the database.
