It also improved the people39。s living standard and promoted the development of China39。s economy. Especially in recent years, the speed of development of the consumer credit bees faster and faster。 the range bees wider and wider. Among them, housing loan, loan for purchasing car and student loans bee the three main varieties. Because the development of consumer credit is still at the starting stage in our country, there are a lot of problems, including the factor of risk, the factor of information and the factor of macro economy. The factor of the risk includes credit risks, mobile risk and mortgage risk. Finally, the author of the paper suggest five ways to perfecting the consumer credit market: perfecting the legal system, setting up a credit appraisal system and establishing the database of credit, bining insurance system with consumer credit, consumptive loan securitization and perfecting the secondary market of consumer goods. Key words: Consumer Credit。 Current Situation。 Restriction Factor。 Development Tactics 3 一、 我國消費信貸發(fā)展現(xiàn)狀 80 年代以來消費信貸發(fā)展總體趨勢 我國消費信貸起步于 80 年代,以亞洲金融危機(jī)為分水嶺,可以分為兩個不同的階 段。 1997 年亞洲金融危機(jī)爆發(fā)前,一些商業(yè)銀行率先在部分大中城市開辦了個人住房貸款業(yè)務(wù),但由于受經(jīng)濟(jì)發(fā)展水平、市場體制、消費觀念以及政策等多種因素的制約,消費信貸發(fā)展緩慢,中國消費信貸業(yè)務(wù)處于試點探索階段,信貸規(guī)模小、品種少,僅限于住房、汽車、教育助學(xué)等有限的領(lǐng)域,消費信貸并沒有引起商業(yè)銀行的重視,在很大程度上是作為一項政策性貸款實施的 .到 1997 年底,全國消費信貸規(guī)模才僅有 172 億元。 1997 年亞洲金融危機(jī)爆發(fā)后,中國受到較大的外部
