【正文】 河北經(jīng)貿(mào)大學(xué) 經(jīng)濟(jì)管理學(xué)院 畢業(yè)論文 河北電子政務(wù)建設(shè)初探 專(zhuān)業(yè)名稱(chēng)： 公共事業(yè)管理 班 級(jí)： C 公管 071 學(xué)生姓名： 指導(dǎo)老師： 河北經(jīng)貿(mào)大學(xué)經(jīng)濟(jì)管理學(xué)院畢業(yè)論文 I 摘要 隨著全球化和信息化的深入發(fā)展，電子政務(wù)已經(jīng)成為各國(guó)政府發(fā)展的一個(gè)重要環(huán)節(jié)。目前中國(guó)信息化建設(shè)發(fā)展已經(jīng)進(jìn)入電子政務(wù)實(shí)質(zhì)性應(yīng)用階段。其中，各省電子政務(wù)的發(fā)展至關(guān)重要。 本文在論述河北省電子政務(wù)發(fā)展?fàn)顩r的基礎(chǔ)上，分析了其中存在的問(wèn)題，即公眾參與率低、網(wǎng)站建設(shè)落后、安全問(wèn)題突出等，并提出了相關(guān)建設(shè)思路，包 括 轉(zhuǎn)變觀念，統(tǒng)籌規(guī)劃，統(tǒng)一管理；建立政務(wù)信息公開(kāi)平臺(tái)；加強(qiáng)網(wǎng)站建設(shè)；加強(qiáng)人才建設(shè)；完善安全管理；建立和完善電子政務(wù)績(jī)效評(píng)估；提高公眾參與性；建立和完善 CIO 制度。 關(guān)鍵詞 電子政務(wù)；河北；績(jī)效評(píng)估； CIO 河北經(jīng)貿(mào)大學(xué)經(jīng)濟(jì)管理學(xué)院畢業(yè)論文 II ABSTRACT With the deepening of globalization and information technology, electronic government has bee the national governments to develop an important part. Now the Chinese informationization construction development already entered the Egovernment substantive application stage. And, various provinces Egovernment39。s development is very important. Base on the discussion of Egovernment development in Hebei Province， this paper analyzes the existing problems. It is the low public participation, the backward website construction, the serious security problems. Around these issues,this paper presents some ideas and initiatives. It is changing ideas, overall planning, establishing government affairs information public platform, strengthening the website construction, strengthening the talented person to construct, consummate safety control, establishing and consummating Egovernment achievements appraisal, increasing public participation, establishing and consummating the CIO system and so on.
