Identical with the political system of power division and selfgovernment, federal government is not allowed to manage higher education, and the power about it belongs to each state. But higher education’s increasing influences on nation and state governments’ limitation in managing higher education make the federal try to find the new way to intervene higher education. Higher education evaluation organizations which are mainly institutional accrediting agencies and program accrediting agencies obtain university’s trust because of their legal independence of governments and universities, selfdiscipline and their original intimity with universities.
