【正文】 ale, and in China there is still not mature experience in its design, construction and supervision, while foreign supervision is an effective solution to overe key techniques and plicated problems in PDL construction, and to improve management. Foreign supervising engineer (FSE) is a spannew foreign supervision pattern introduced into PDL construction, in which FSE is responsible for all supervision in a project, and is supposed to be highly qualified and capable.
