【正文】 內(nèi)盲目過量地進出口農(nóng)產(chǎn)品，造成國內(nèi)農(nóng)產(chǎn)品市場的大幅波動 。相關管理部門應負責掌控好期貨市場與股票市場的相關信息，建立相應的、有法律法規(guī)保 障的信息發(fā)布制度，及時、全面地披露市場信息，為農(nóng)產(chǎn)品現(xiàn)貨市場交易主體服務。相關企業(yè)應根據(jù)農(nóng)產(chǎn)品期貨價格做好本企業(yè)的生產(chǎn)和銷售規(guī)劃， 最大限度地規(guī)避農(nóng)產(chǎn)品價格風險 [8]。要建立真正的農(nóng)村合作組織，這樣無論在融資方面還是農(nóng)產(chǎn)品價格談判方面都更 有話語權(quán)。農(nóng)民專業(yè)化合作組織能為農(nóng)戶提供有效的市場信息，能參與期貨市場的交易，使單個農(nóng)戶能借集體力量參與套期保值，規(guī)避市場風險。 （四）穩(wěn)定農(nóng)作物種植面積 影響農(nóng)產(chǎn)品價格漲跌的最重要因素是農(nóng)產(chǎn)品的供求，穩(wěn)定農(nóng)產(chǎn)品的種植面積，保證農(nóng)產(chǎn)品總供 給和總需求基本穩(wěn)定，是保證農(nóng)產(chǎn)品價格平穩(wěn)的最重要因素。穩(wěn)定種植面積必須實現(xiàn)現(xiàn)代農(nóng)業(yè)向?qū)I(yè)化、社會化和農(nóng)工商一體化經(jīng)營轉(zhuǎn)變。積極鼓勵經(jīng)營大戶集中農(nóng)村分散的、閑置拋荒土地建立 生產(chǎn)基地，實現(xiàn)農(nóng)產(chǎn)品的社會化生產(chǎn)，確保農(nóng)作物的種植面積，提高土地的利用率，降低農(nóng)產(chǎn)品生產(chǎn)成本，從源頭上保障農(nóng)產(chǎn)品的供應。這樣有利于產(chǎn)、供、銷環(huán)節(jié)的緊密聯(lián)系，減少流通環(huán)節(jié)，加快從農(nóng)業(yè)生產(chǎn)要素投入到農(nóng)產(chǎn)品價值實現(xiàn)的過程，提高經(jīng)濟效益；提高農(nóng)業(yè)生產(chǎn)的專業(yè)化和商品化程度，充分有效地利用自然資源和農(nóng)村勞動力。 （五 ）加強農(nóng)產(chǎn)品流通管理，降低農(nóng)產(chǎn)品批發(fā)運輸?shù)戎虚g環(huán)節(jié)費用 一是改革現(xiàn)行公路收費 。二是加強管理，采用多種運輸方式，降低物流企業(yè)經(jīng)營成本。物流企業(yè)要想在激烈的競爭中生存，必須從降低經(jīng)營成本上下功夫。在實踐中要嚴格按照精簡后的流程和標準執(zhí)行，從點滴做起，降低耗費，控制成本。眾多的民營物流企業(yè)既能造福社會又能有利可圖。堅決打擊囤積居奇、哄抬價格和炒作農(nóng)產(chǎn)品的投機行為。政府的介入將為生產(chǎn)與市場的對接提供有效的平臺，有利于提高農(nóng)產(chǎn)品市場化的程度，建立健康有序的市場環(huán)境 [10]。只有充分占有信息，生產(chǎn)者才能根據(jù)市場供求特征決定生產(chǎn)什么產(chǎn)品和生產(chǎn)多少產(chǎn)品，以實現(xiàn)產(chǎn)銷有效銜接，進而增加收入。因此，政府必須為農(nóng)民提供必要的政策指導及信息引導 [8]。 參考文獻 [1] 農(nóng)業(yè)部市場與經(jīng)濟信息司課題組 .2021年主要農(nóng)產(chǎn)品市場走勢預測 [N].農(nóng)民日報 ,20210115.
