Food safety is an important event in the relationship between social stability and people39。對美國、日本等西方先進(jìn)國家和地區(qū)的食品安全管理進(jìn)行了分析,總結(jié)了其注重進(jìn)行食安問題的風(fēng)險分析的管理經(jīng)驗(yàn)。但是隨著地區(qū)食品安全環(huán)境的不斷變化,人民對于食安需求的不斷提升,現(xiàn)有管理體系中存在的條塊分割、權(quán)責(zé)不明、技術(shù)支持不足、參與主體單一等問題日益凸顯,對于地區(qū)食品安全環(huán)境的構(gòu)建產(chǎn)生了不利影響。 長沙市湖南的省會,是地區(qū)政治與經(jīng)濟(jì)中心,亦應(yīng)是食品安全的“首善之區(qū)”。為優(yōu)化食品安全環(huán)境,我國從立法、執(zhí)法等諸多層面,對于是食安問題的重視與管理力度不斷增強(qiáng),食品安全環(huán)境得到顯著改善。摘要 I 風(fēng)神文化作品,抄襲必究! 摘 要 食以安為先。食品安全問題是關(guān)系社會穩(wěn)定、民眾福祉的重要大事。然而由于我國地廣人多,食品的產(chǎn)業(yè)鏈條較為復(fù)雜,因此,對于食品安全的管理不能掉以輕心,必須增強(qiáng)責(zé)任意識、憂患意識、大局意識,以零容忍的態(tài)度對待食品安全管理中存在的問題。近年來,在食品安全管理方面采取諸多舉措,逐步建立形成了長沙市的食 品安全管理體系,強(qiáng)化了對于食品安全管理的監(jiān)管力度,提升食品安全管理水平與效能,有力的促進(jìn)了“食安長沙”的建設(shè)。 基于此,在明確食品安全管理的相關(guān)理論內(nèi)涵基礎(chǔ)上,闡釋了公共管理建設(shè)管制理論、市場中的信息不對稱與食品安全管理、市場中的外部性與食品安全管理等理論基礎(chǔ),對長沙市的食品管理機(jī)制進(jìn)行了分析,解讀了其存在的食品安全監(jiān)管責(zé) 任的碎片化、食品安全跨地區(qū)聯(lián)合監(jiān)管和問責(zé)機(jī)制的缺失等問題。著眼相關(guān)問題,借鑒以上經(jīng)驗(yàn),本提出了強(qiáng)化長沙市食品安全管理的具體對策,即建立健全食品安全管理無縫監(jiān)管體系、健全食品安全管理保障體系、構(gòu)建健全食品安全管理互動體系。s welfare.
