In fact, 80 percent of the exports of developing countries are manufactured products. The largest markets for industrial goods are in the rich countries, but their import tariffs are already relatively low. Right now, about twothirds of all industrial tariffs paid by developingcountry producers are paid to other developing countries because import tariff rates for industrial products tend to be higher in developing countries.
